Subject: Rejection of all bids and authorization to re-advertise Project No. CP1328000 – Trask Reservoirs Rehabilitation Project. (Action Item)
OBJECTIVE
To receive the Garden Grove City Council approval to reject all bids and re-advertise for bids for the construction of the Repair and Rehabilitation of Water Storage Reservoirs (RRWSR) Phase II – Trask Reservoirs Rehabilitation Project.
BACKGROUND
Staff solicited bids to construct the RRWSR Phase II –Trask Reservoirs Rehabilitation Project.
Four (4) bids, ranging from $4.9 million to $6.0 million were received and opened by the City Clerk’s Office on September 17, 2025.
There has been a significant scope of work change to the construction of Trask Reservoirs Rehabilitation Project that will require revisions to the bid documents and rebid of the project.
FINANCIAL IMPACT
There is no financial impact for the City Council to reject all bids and re-advertise for bids for the construction of the Repair and Rehabilitation of Water Storage Reservoirs (RRWSR) Phase II – Trask Reservoirs Rehabilitation Project. The project is included in the Adopted 2025-26 Capital Improvement Program budget and will be financed with Water enterprise fund.
RECOMMENDATION
It is recommended that the City Council:
Reject all bids received on September 17, 2025 for Project No. CP1328000 – Trask Reservoirs Rehabilitation Project; and
Authorize the City Clerk to re-advertise for the revised Project No. CP1328000 – Trask Reservoirs Rehabilitation Project.
