Subject: Receive and file the Measure O Citizens’ Oversight Committee Annual Report for Fiscal Year 2024-25. (Action Item)
OBJECTIVE
For the City Council to receive and file the Measure O Citizens’ Oversight Committee Annual Report for Fiscal Year 2024-25.
BACKGROUND
Resolution No. 9540-19, titled “A Resolution Defining the Composition of the Measure O – Citizens’ Oversight Committee, Purpose, Terms of Office for Committee Members, the Scope of the Committee’s Responsibilities and Other Related Matters” requires a report be presented by the Committee to the City Council annually. This annual report is to summarize the Committee’s activities during the year, and communicate the Committee’s findings in regards to the City’s audited financial information and General Fund budget/CIP plan in regards to the Measure O revenue received and corresponding appropriation within the reporting period.
DISCUSSION
The attached Measure O Citizens’ Oversight Committee Annual Report discussed the following items:
• The Committee’s proceedings and activities during Fiscal Year 2024 -25 with focuses on:
o Audited Fiscal Year 2023-24 annual financial information; o Amended Fiscal Years 2024-25 General Fund budget;
o Fiscal Year 2024-25 mid-year General Fund budget performance; and o The Brown Act and the Garden Grove Municipal Code Chapter 2.02, Code of Ethics for Public Officers and Employees.

• The Committee’s findings and recommendations:
o The audited financial statements for Fiscal Year 2023-24 accurately reflect that the Measure O – Public Safety and Vital City Services tax revenues were collected and expended in accordance with program requirements; and
o The City’s amended Fiscal Year 2024-2025 General Fund budget continues to protect and sustain the City’s core services, including public safety.
FINANCIAL IMPACT
There is no fiscal impact to receive and file the Measure O Citizen s’ Oversight Committee Annual Report.
RECOMMENDATION
It is recommended that the City Council:
Receive and file the Measure O Citizens’ Oversight Committee Annual Report for Fiscal Year 2024-25.
