Date: 11/12/2025
Subject: Award contracts to AKM Consulting Engineers, JIG Consultants, and Civiltec Engineering, Inc. for on-call design engineering services for various water and sewer capital improvement projects. (Not to Exceed $500,000 per contract)(Joint Action Item with the Sanitary District)
OBJECTIVE
To recommend that the City Council and Sanitary District Board award contracts to AKM Consulting Engineers, JIG Consultants, and Civiltec Engineering, Inc. for on -call design engineering services for various water and sewer capital improvement projects.
BACKGROUND
The Water Services Division of the City’s Public Works Department operates and maintains the City’s water system and the sanitary sewer systems (overseen by the District).
The City operates and maintains approximately 435 miles of water mains, over half of which consist of asbestos cement (AC) pipes installed in the 1950s. Although the actual useful life of a pipeline depen ds on various factors, AC and plastic pipes are generally designed for a 75-year service life. As a result, much of the City's water system pipeline inventory is nearing the end of its design life. According to the City’s recent water master plan (2020), i t was recommended to replace 2.2 miles of water main per year in the near term, and at a higher rate in the future depending on funding and staffing availability. The City has been replacing water mains at an average rate of 1 mile per year in the past. Th e City expects to increase its efforts in implementing capital improvement projects to meet the recommended annual replacement target.
The District is responsible for managing 305 miles of gravity sewer mains and 11,000 linear feet of force mains throughout the District. The District is currently developing a new Sewer Master Plan (2025) and conducting Phase 3 of a Sewer System Condition Assessment, which involves assessing approximately 25% of its gravity sewer mains. Through these efforts, potential capacity and/or structural deficiencies in the sewer system will be identified and will be addressed through capital improvement projects. The District expects to upsize, replace, or rehabilitate approximately 3 miles of gravity sewer mains annually based on the findings.
Item 425/2025
To meet the annual capital improvement targets for both water and sewer systems, the Water Services Division anticipates steadily awarding design engineering projects with similar scopes in the coming years. Establishing on -call design engineering services with qualified consultants will help the Water Service Division streamline upcoming design projects, ensure continuity across multiple projects, and reduce administrative overhead.
