INTER-DEPARTMENT MEMORANDUM
To:
Lisa L. Kim From: William E. Murray
Dept:
City Manager Dept: Public Works
Date: 11/12/2025
Subject: Approval of a contract with Graffiti Protective Coatings Inc., for Citywide Graffiti Removal Services. (Cost: $291,471.30)(Action Item)
OBJECTIVE
To obtain City Council approval to enter into a contract with Graffiti Protective Coatings Inc., for citywide graffiti removal services by piggybacking off of an existing contract from the City of Bell’s competitive Request for Proposal process.
BACKGROUND
The Public Works Department – Streets Division is responsible for maintaining clean and graffiti-free public and some private property areas throughout the City of Garden Grove. The City currently contracts with Graffiti Protective Coatings Inc., for graffiti abatement services.
Graffiti Protective Coatings Inc., has provided these services under an existing contact that is due to expire on November 30, 2025.
Because the City does not have in -house staff dedicated to graffiti removal, maintaining uninterrupted service is critical to ensuring the City’s ability to promptly respond to graffiti reports and maintain community appearance standards.
To continue these essential services without disruption, staff recommends entering into a new agreement with Graffiti Protective Coatings Inc. by piggybacking off the City of Bell’s recently awarded competitively bid contract ( PW25-004) that was awarded on June 25, 2025. This approach aligns with Garden Grove Municipal Code Section 2.50.100 which allows the City to procure the same goods and/or services by another public agency or government purchasing cooperative organization based on a competitive process similar to the processes described in Garden Grove Municipal Code Section 2.50.100 (Formal Contract Procedure).
DISCUSSION
By leveraging the City of Bell’s existing contract, the City of Garden Grove avoids the cost and staff time associate d with issuing its own request for proposal while maintaining compliance with procurement policies. Graffiti Protective Coatings Inc. , has demonstrated Item 426/2025
excellent performance and responsiveness in the City of Garden Grove and other jurisdictions, and will provide graffiti removal services citywide, including but not limited to:
Removal of graffiti from public walls, fences, sidewalks, signs, and street furniture; Application of graffiti-resistant coatings where necessary; Emergency and after-hours removal services;
Documentation and reporting of removal activities for City records; and Assist with City events to educate and inform the public with graffiti awareness.
The contract will be overseen by the Public Works Streets Division, which will monitor service quality, response times, and cost effectiveness throughout the term of the agreement.
FINANCIAL IMPACT
The Public Works Department previously received an annual General Fund budget supplement in the amount of $105,000 to sustain graffiti removal servi ces at the current service level.
The new contract with Graffiti Protective Coatings, Inc. reflects a nominal increase of approximately $6,000 per year compared to the prior contract. The existing General Fund allocation remains sufficient to fully cover the new contract costs. The Department will absorb the additional expense through its annual operating budget without requiring any further appropriations.
The total not-to-exceed amounts for the contract are as follows:
1. Fiscal Year 2025–26 $291,471.30 (partial contract year)
2. Fiscal Year 2026-27 $488,919.60
3. Fiscal Year 2027-28 $488,919.60
RECOMMENDATION
It is recommended that the City Council:
Approve to dispense of the bidding process pursuant to Garden Grove Municipal Code Section 2.50.060 (E) and approve the use of the City of Bell’s competitively bid contract (PW25-004) with Graffiti Protective Coatings Inc., as the basis for this agreement;
Approve a contract with Gr affiti Protective Coatings Inc. for citywide graffiti removal services in the amounts not to exceed $291,471.30 for F iscal Year 2025–26, $488,919.60 for Fiscal Year 2026-27 and $488,919.60 for Fiscal Year 2027-28;
