Subject: Award a contract to All Cities Engineering, Inc. for City Project No. CP1378000 - Woodbury Road, Taft Street to Bowen Street Water Improvements Project. (Cost: $1,769,000)(Action Item)
OBJECTIVE
To recommend that City Council award a contract to A ll Cities Engineering, I nc. for the construction of Project No. CP1378000 – Woodbury Rd., Taft St. to Bowen St. Water Improvements Project.
BACKGROUND
The City’s 2020 Water Master Plan Update has identified 228 miles of AC pipeline installed in the 1950s to be replaced under the Water Main Replacement Program, as these pipes are nearing the end of their design useful life. At the same time, the Master Plan recommends that the City target smaller diameter mains in its replacement program, and prioritize areas with lowest fire flow availability.
In considering the above criteria, the Woodbury R oad, Bowen St reet to Taft St reet Water Improvements Project area was selected. The project consists of constructing approximately 2,500 feet of new 10 -inch and 600 feet of n ew 8-inch C-900 polyvinylchloride (PVC) water mains and the abandonment of existing undersized 6 -inch diameter asbestos cement pipe (ACP) water mains in the City of Garden Grove. The scope of work also includes furnishing fittings and appurtenances, trench ing, shoring, backfilling, compaction, asphalt repair and replacement, street replacement and pipe disinfection and testing. It includes the construction of approximately five (5) fire hydrant assemblies, 68 water service connections and eight (8) connections to the existing water system.
DISCUSSION
Eight (8) bids were received and opened by the City Clerk’s Office on October 15, 2025, at 11:00 a.m. (see Bid Summary Sheet). The lowest responsive bidder is All Cities Engineering, Inc. with a total bid of $1,769,000. The licenses and references of the contractor have been Item 417/2025
reviewed and verified by staff, and all other documentation is in order. The anticipated contract schedule is as follows:
Award contract November 12, 2025
Begin construction January 5, 2026
Complete construction May 27, 2026
FINANCIAL IMPACT
The contract with All Cities Engineering, Inc. for the construction of Project No. CP1378000 – Woodbury Rd., Taft St. to Bowen St. Water Improvements Project costs a total of $1,769,000.
This project is included in the adopted Fiscal Year 2025-26 Capital Improvement Project budget, and will be financed with Water Funds.
RECOMMENDATION
It is recommended that the City Council:
Award a contract to All Cities Engineering, Inc. in the amount of $1,769,000 for the construction of Project No. CP1378000 - Woodbury Road, Taft Street to Bowen Street Water Improvements Project; and
Authorize the City Manager, or designee, to execute the agreement on behalf of the City, and make minor modifications as appropriate.
