Subject: Authorization for the issuance of a purchase order with Amazon Web Services for cloud services. (Cost: Not to exceed $87,156)(Action Item)
OBJECTIVE
To request City Council to authorize issuance of a purchase order to Amazon Web Services, Inc to provide cloud services.
BACKGROUND
Amazon Web Services cloud services have become integral to City operations, providing essential infrastructure for various projects and services, particularly for disaster recovery.
The City’s usage of Amazon Web Services is anticipated to trend upward as a result of increased usage and new projects.
DISCUSSION
Amazon Web Services (AWS) billing is a usage -based pricing model. Costs can fluctuate significantly depending on varying workloads and resource consumption. AWS offers a wide range of services, each with different pricing models.
The following are the three primary areas of usage:
1. Business Continuity and Disaster Recovery
AWS Elastic File System stores and backs up user files, AWS Elastic Cloud Compute hosts off-site critical services.
2. Mitigate security risks
Isolates various functions outside the City’s network and mitigates impact of cyber attacks.
3. Staff augmentation
Leverages AWS managed services and gives staff time to focus more on high level tasks.

Due to the City’s business continuity plans that incorporate AWS, our in-house expertise, and the deep integration with and dependence on various AWS services, switching to other vendors at this time would be highly disruptive, labor intensive, and not in t he City’s best interest.
FINANCIAL IMPACT
The estimated cost for Amazon Web Services, Inc to provide cloud services is $ 87,156 per year. Funding is included in the Information Technology Department’s adopted Fiscal Years 2025-2027 biennial budget.
RECOMMENDATION
It is recommended that the City Council:
Approve dispensing of the bidding process pursuant to Garden Grove Municipal Code Section 2.50.060 (G) , the City Council determines it to be in the best interest of the City, and proceed with the pu rchase order with Amazon Web Services, Inc; and
Authorize the Finance Director , or designee, to issue a purchase order to Amazon Web Services, Inc in the amount not to exceed $87,156 to provide cloud services.
