Subject: Authorization for the issuance of a purchase order to Douglas Equipment for nine freezers and four refrigerators for evidence storage, IFB No. S-1382. (Cost: $107,591.41)(Action Item)
OBJECTIVE
To seek City Council approval in authorizing a purchase order to Douglas Equipment, for the purchase of nine True Model No. T-72F-HC reach-in freezers and four True Model No. T-72- HC reach-in refrigerators.
BACKGROUND
At the February 25, 2025 meeting, the City Council approved the participation in the 2024 Prop 69 Award. The Garden Grove Police Department received $105,000.00 in county funds for the purchase of evidence storage units.
DISCUSSION
On September 26, 2025, the Invitation for Bid (IFB) was opened and a total of seven vendors submitted proposals for consideration. After reviewing the bids, Douglas Equipment was awarded the contract based on the lowest qualified bid of $107,591.41, per Attachment A.
FINANCIAL IMPACT
The total cost to purchase the nine freezers and four refrigerators is $107,591.41. Of this amount, $105,000.00 will funded through the Prop 69 grant funds (Fund 233) , with the remaining $2,591.41 covered by the Police Department’s existing FY 2025 -26 operating budget. No additional appropriation is required to approve the purchase order.

RECOMMENDATION
It is recommended that the City Council:
Authorize the Finance Director, or designee, to issue a purchase order in the amount of $107,591.41 to Douglas Equipment, for the purchase and delivery of nine freezers and four refrigerators for evidence storage at the Police Department.
