Subject: Authorization for the issuance of a purchase order to Motorola Solutions to acquire 800 MHz portable radios for the Public Works Department through Los Angeles County Contract No. MA-IS-2240228-2. (Action Item)
OBJECTIVE
To obtain City Council approval for the issuance of a purchase order to Motorola Solutions for 800 MHz portable radios for operations and emergencies for the Public Works Department.
BACKGROUND
The Public Works Department has an 800 MHz two-way radio system that is used in periodic day-to-day operations and is needed during emergencies when cell phone tower communications are down. This radio system is an integral part of communication for emergencies when Public Works coordinates with the Police Department, Orange County Fire Authority and state/local agencies such as the Water Emergency Response of Orange County.
At the City Council meeting held on October 14, 2025, City Council approved the issue of a purchase order in the amount of $240,037.82 to Motorola Solutions for the purchase of 45 portable radios as part of Orange County Equipment and Services Price Book Agreement #MA-060-21010004. Motorola is the exclusive provider to the County of Orange for its countywide inter -agency and public safety radio system, therefore i t was necessary to dispense of the bidding process pursuant to Garden Grove Municipal Code 2.50.060(E) which allows for the purchase of the same goods and/or services by another public agency or government purchasing cooperative organization based on a com petitive process similar to the processes described in Garden Grove Municipal Code Section 2.50.100.
DISCUSSION
Orange County Equipment and Services Price Book Agreement #MA -060-21010004 expired in May 2025 and has not been renewed due to Orange County’s lengthy negotiations on price increases. Motorola Solutions is offering the City the same discounted prices under a different contract with the Los Angeles County Contract No. MA-IS-2240228-2. Once the new Orange County contract takes effect, which is anticipated to take place in December 2025, Motorola Item 447/2025
Solutions will re-quote the City at the higher prices under the new contract. Therefore, staff is recommending to award a purchase order in the amount of $240,037.82 to Motorola Solutions for the purchase of 45 portable radios as part of the Los Angeles County Contract No. MA-IS-2240228-2 to secure the discounted pricing pursuant to Garden Grove Municipal Code 2.50.060(E).
FINANCIAL IMPACT
Funding for this purchase from Motorola Solutions for 800 MHz portable radios for operations and emergencies is included in the adopted FY 2025-26 Public Works Department’s budget.
RECOMMENDATION
It is recommended that the City Council:
Approve of dispensing of the bidding process per Municipal Code 2.50.60 (E); and
Authorize the Finance Director, or designee, to award a purchase order in the amount of $240,037.82 to Motorola Solutions for the purchase of 800 MHz portable radios and equipment for the Public Works Department through the Los Angeles County Contract No. MA-IS-2240228-2.
