City Manager Dept: Public Works
Date: 12/9/2025

Subject: Award of contracts to Engineering Resources Of Southern California, Inc. (Cost:

Not to exceed $350,000 per year), and DMC Engineering (Cost: Not to exceed $350,000 per year) to provide on-call civil engineering plan checking and construction inspection services. (Action Item)

OBJECTIVE

To request City Council authorization to award contract s to Engineering Resources of Southern California, Inc. and DMC Engineering for on-call civil engineering plan checking and construction inspection services.

BACKGROUND

In 2021, two vacant positions in the Land Development Section (Section) of the Engineering Division were eliminated. With limited staff and a steady increase in redevelopment activity following the pandemic, it has become necessary to utilize consultants to support civil engineering plan checking and construction inspection services. The se services include checking grading plans, street improvement plans, tenant improvements plans, Water Quality Improvement Plans, tentative and final parcel and tract maps, lot line adjustments, legal descriptions, site/construction inspection and survey and easement documents.

DISCUSSION

The existing on-call engineering plan check and construction inspection services contract has reached its term and funding limits. Given the increasing number of upcoming land development projects, Land Development staff has determined th at awarding two on -call service contracts is necessary to meet the growing demand for development related activities.

Staff solicited responses to a request for proposals from four civil engineering firms. All four consultants submitted proposal s. A panel consisting of three staff members rated the proposals on the basis of qualifications, work plan, and refe rences. Based on the evaluation results, Engineering Resources of Southern California and DMC Engineering rated the highest.
