Subject: Award of contracts to Lehr Upfitters OPCO, LLC (Cost: $100,000 per year); Airwave Communications (Cost: $150,000 per year); Commline Inc. (Cost:
$200,000 per year), for Police Department vehicle upfitting services. (Action Item)
OBJECTIVE
To secure City Council approval to award contracts to Lehr Upfitters OPCO, LLC, Airwave Communications, and Commline Inc., for Police Department vehicle upfitting services.
BACKGROUND
The Public Works Department Vehicle Maintenance Section is responsible for maintaining the City’s fleet of vehicles and equipment. Public Works has in the past utilized only one vendor for Police Department vehicle upfitting at a time to keep the work consistent from vehicle to vehicle. However, having only one vehicle upfitting vendor causes long lead time. The other two (2) vendors utilized over the last ten (10) years have acquired substantially larger contracts from other agencies and have prioritized other agencies’ vehicles causing delays on the City’s job requests. To avoid delays in the vehicle upfitting, it is essential that Public Works have the ability to utilize more than one vendor.
DISCUSSION
The Public Works Department currently has a backlog of 15 vehicles that are waiting to be upfitted. This delay poses a significant issue for the Police Department as this leaves no spare vehicles for officers to utilize should the current fleet vehicles become inoperable. Since this could also pose a potential safety risk to the community, it would be in the best interest of the City to forego the formal bidding process per Municipal Code 2.50.060 (G). Respectively, specifications were prepared and sent to prospective vendors. Three informal bids were received and the results were as follows:

FINANCIAL IMPACT
The combined annual amount of $450,000 is included in the adopted Fiscal Year 2025-26 and 2026-27 biennial budget, and will be funded from the Fleet Management Fund. No additional appropriation is required to award the contracts.
The three (3) proposed contracts are structured as follows:
Lehr – Annual contract amount of $100,000, for a total of $300,000 over the initial three (3) years.
Airwave Communications – Annual contract amount of $150,000, for a total of $450,000 over the initial three (3) years.
Commline Inc. – Annual contract amount of $200,000, for a total of $600,000 over the initial three (3) years.
RECOMMENDATION
It is recommended that the City Council:
Authorize to forego the formal bidding process in the best interest of the City per Municipal Code section 2.50.060 (G);
Award of three (3) contracts for Police vehicle upfitting services as follows:
o Lehr – Annual contract amount of $100,000, for a total of $300,000 over the initial three (3) years with two (2) additional option years for a total of five (5) contractual years.
o Airwave Communications – Annual contract amount of $150,000, for a total of $450,000 over the initial three (3) years with two (2) additional option years for a total of five (5) contractual years. o Commline Inc. – Annual contract amount of $200,000, for a total of $600,000 over the initial three (3) years with two (2) additional option years for a total of five (5) contractual years.
Authorize the City Manager, or designee, to execute the agreements on behalf of the City and make minor modifications as appropriate; and
