Subject: Adoption of a Resolution for the California Department of Housing and Community Development 2024 Homeownership Super Notice of Funding Availability Grant. (Grant Amount: $2,204,000)(Action Item)

OBJECTIVE

The purpose of this memorandum is to request that the City Council adopt a Resolution for the 2024 Homeownership Super Notice of Funding Availability (HOSN), authorizing the Mayor to execute associated documents required by the California Department of Hou sing and Community Development (HCD).

BACKGROUND

On December 12, 2024, HCD issued a Notice of Funding Availability (NOFA) for the 2024 HOSN, which announced funding for local governments and nonprofit organizations to promote homeownership opportunities and support affordable housing development. The City submitted an application under the HOSN on March 13, 2025 to continue implementation of the First-Time Home Buyer Program, which offers deferred -payment loans to low - and moderate-income households purchasing their first home in Garden Grove. Additional funding from HCD would allow the City to keep the First -Time Home Buyer Program active over the next three (3) years, allow ing approximately 16 households to obtain up to $110,000 in down-payment assistance to purchase their first home in Garden Grove.

On October 16, 2025, HCD issued a Conditional Award Commitment to the City in the amount of $2,204,000 for the Mortgage Assistan ce activity. This award supports the City’s ongoing efforts to expand homeownership opportunities, strengthen neighborhoods, and assist qualified residents in achieving long-term housing stability.

DISCUSSION

As a condition of the award, HCD required the City to execute and submit an Acceptance of Terms and Conditions of Conditional Award form within ten (10) calendar days from the date of the award letter. Additionally, HCD requires submission of an adopted City Council Item 449/2025
