EXECUTIVE SUMMARY
This Board Report reviews construction projects covered by the City of Garden Grove’s Community Workforce Agreement (CWA) since 2021.
The Solís Group (TSG) has bee n contracted by The City of Garden Grove (The City) to perform CWA services. Among various requirements, the CWA requires contractors to use union labor, pay employee fringe benefits through a union trust fund and has a 30% local worker utilization goal. That is, there is a goal that 30% of all construction hours be performed by local workers.
Since 2021, there have been 18 construction projects that have been covered by the CWA.
Community Workforce Agreement
TSG has scheduled and hosted Pre-Job Conferences between contractors and the building trades, ensuring work was properly assigned to a union, and maintained consistent communication with all stakeholders throughout construction.
Throughout construction, TSG has collected Certified Payroll Reports (CPRs) and related compliance documentation.
To date, there have been no major issues related to the CWA. TSG has guided union and non-union contractors through the CWA process. In particular, TSG has guided inspectors and soils and material testers and communicated with the respective unions in order to meet compliance.
There have not been any strikes nor threat of strikes or work stoppages on any of the covered projects.
Skilled & Trained Workforce
The CWA requires contractors to use a skilled and trained workforce, as described in Public Contract Code Section 2600.
Prevailing Wage
Throughout the course of construction and to-date, TSG has not received any public or worker complaints regarding potential prevailing wage violations.
Local Hire
CWA §3.5 establishes a local hire goal of 30%. Overall, the combined Local Hire achieved is
24.45%.
