OBJECTIVE

To request City Council award a contract to Civiltec Engineering, Inc. for professional engineering services for the Well 29 Restoration Project.

BACKGROUND
Well 29 located at 12573 Haster Street , adjacent to Haster Basin Recreational Park, is a critical component of the City’s water production system. On August 29, 2024, a fire caused significant damage to the facility, including the loss of the roof and damage to structural, mechanical, electrical, and control systems.

Following the fire, the City retained West Yost to perform a condition assessment that was completed on May 20, 2025, and it identified necessary repairs and recommended improvements to restore the facility. In addition, Collicut Energy evaluated and conducted a test run of the Well 29 engine confirming it is mechanically sound , but requires permanent repairs to fire-damaged air lines, conduits, wiring, and controls prior to full operation.

Based on these findings, staff seeks to re tain a qualified engineering firm to provide comprehensive engineering design services for the reconstruction of Well 29.

DISCUSSION

Staff requested proposals from four (4) consultants to provide professional engineering services. Three (3) consultants submitted proposals. A City staff panel of three (3) members rated the submitted proposals on the basis of qualifications without considering cost. Based on evaluation results, Civiltec Engineering, Inc. rated highest in qualifications and its ability to provide professional engineering services for this project.
