Subject: Approval of a Cooperative Agreement with the City of Stanton for street rehabilitation design plans for Western Avenue from Chapman Avenue to Cerritos Avenue. (Action Item)
OBJECTIVE
For City Council to approve the Cooperative Agreement between the City of Stanton and the City of Garden Grove for the design of Western Avenue from Chapman Avenue to Cerritos Avenue and to authorize the City Manager to execute the agreement.
BACKGROUND
The City of Stanton is preparing to hire Engineering Resources of Southern California, Inc. (ERSC) to develop the street rehabilitation design plans for Western Avenue, from Chapman Avenue to Cerritos Avenue. Stanton has offered to include the City of Garden Grove’s portion in its project and approximately one-fifth of the work lies within Garden Grove.
This proposed agreement covers design costs of Garden Grove's portion of the project with the City of Stanton serving as the lead agency.
DISCUSSION
Representatives for City of Stanton and City of Garden Grove, in consultation with their respective City Attorneys have prepared the attached cooperative agreement. This proposed agreement covers the design costs related to those portions of Western Avenue that lie within the City of Garden Grove. Also included in the agreement is the inclusion of the City of Garden Grove’s design plans for Lincoln Way, a 785’ cul-de-sac that intersects Western Avenue near the City’s northerly limit, into the proposed bid package for the proposed project.
Staff has reviewed ERSC’s estimate of the project and verified the work located within Garden Grove's portion. The cost for City of Garden Grove’s portion of Western Avenue is $28,941.36.

FINANCIAL IMPACT
There will be no financial impact to the General Fund. Th e improvement cost of $28,941.36 is included in the Fiscal Year 2025-26 Capital Improvement budget and is funded by Gas Tax (SB1).
RECOMMENDATION
It is recommended that the City Council:
Approve the Cooperative Agreement with the City of Stanton for the street rehabilitation design plans for Western Avenue from Chapman Avenue to Cerritos Avenue; and
Authorize the City Manager, or designee, to execute the agreement, and make minor modifications as appropriate thereto, on behalf of the City.
