Date: 1/27/2026
Subject: Award a contract to Lyons Security Services, Inc. for the Park Security Pilot Program. (Not to exceed $185,000 for six months)(Action Item)
OBJECTIVE
City Council to award a professional services contract to Lyons Security Services, Inc. to provide dedicated, uniformed security services at select City parks through the Park Security Pilot Program intended to reduce vandalism and increase park safety.
BACKGROUND
The City of Garden Grove is initiating a Park Security Pilot Program to provide dedicated, uniformed security services at designated park locations. The goal is to reduce vandalism, drug use, unauthorized overnight camping, and other activity that contributes to park and restroom closures, and to help keep restrooms and public amenities open, clean, and safe for community use.
The pilot program will commence with a six -month initial term and may be extended for up to five years, consisting of four successive one -year terms, subject to satisfactory performance and results.
DISCUSSION
The City issued a Request for Proposals (RFP No. S 1377) and received 28 proposals, which were reviewed by a multi department evaluation panel made up of management staff from Community Services, Public Works, and the Police Department. In person intervie ws were conducted with the top 4 scoring firms, and reference checks were completed.
Based on the evaluation results, staff recommends Lyons Security Services. Lyons ’ primary clients are other local Orange County municipalities where the company provides park security services specifically in public park environments. Lyons was the only firm able to demonstrate this level of directly comparable experience, which staff believes gives the pilot the best chance to be successful. References also described Lyon s as professional, reliable, and easy to coordinate with.
Item 13/2026
The pilot program will focus on 6 parks: Garden Grove Park, Magnolia Park, Chapman Sports Complex, Eastgate Park, Pioneer Park, and Haster Basin Park. If the pilot program proves successful in redu cing vandalism and supporting extended restroom hours, thereby enhancing the overall park experience for residents, and the City elects to extend the contract, staff will request the necessary funding through the budget process.
FINANCIAL IMPACT
The cost of the initial six -month contract term will not exceed $185,000 and is included in the Community Services Department’s Fiscal Year 2025 –26 adopted operating budget. Any extension of services beyond the initial term will require additional appropriations t o be considered through the mid -cycle budget review and future biennial budget development process.
RECOMMENDATION
It is recommended that the City Council:
Award a professional services contract to Lyons Security Services to implement the Park Security Pilot Program in an amount not to exceed $185,000, for a minimum term of one (1) six (6) month period, with the option to extend the agreement for up to four (4) one (1) year terms based on the success of the pilot program, contractor performance, and the evolving needs of the City; and
Authorize the City Manager, or designee, to execute the contract on behalf of the City, and make minor modifications as needed.
