AMENDMENT NO.1 TO

GARDEN GROVE TOURISM IMPROVEMENT DISTRICT

ADVISORY BOARD REPORT
Fiscal Year 2025–2026
Prepared in accordance with the Parking and Business Improvement Area Law of 1989 (California Streets and Highways Code § 36500 et seq.)

This Amendment updates the Garden Grove Tourism Improvement District (GGTID) Advisory Board Report for Fiscal Year 2025–2026 to clarify the funding source for transit- related expenditures and to add transit services as an eligible and proposed activity for the fiscal year. All other provisions of the adopted Advisory Board Report remain unchanged.

Budget Clarification and Funding Source Amendment
The FY 2025–2026 GGTID budget is amended to clarify that up to $600,000 may be allocated for transit-related purposes will be from the City-retained portion of GGTID assessment revenues designated for transit or transportation systems.

Pursuant to the GGTID enabling ordinance and the agreement governing the administration and distribution of GGTID assessment revenues, a portion of the assessment is retained by the City for transit or transportation systems that benefit Visitor Accommodation Facilities within the GGTID. This amendment does not increase the total GGTID budget, change assessment rates, or modify the method or basis of levying the assessment. The amendment solely aligns the funding source with the allowable and intended use of transit- designated revenues.

Amendment to Proposed Activities for Fiscal Year 2025-2026 Transit Services
The GGTID improvements and activities to be provided may include transit or transportation services that directly benefit Visitor Accommodation Facilities within the GGTID. Transit services are intended to support tourism, enhance visitor mobility, and improve access to regional destinations.

Transit services may be used to:
• Provide transportation options that reduce reliance on personal vehicles and alleviate congestion along key corridors within and adjacent to the GGTID. • Enhance the visitor experience by improving connectivity between hotels and nearby attractions, destinations, and activity centers.
• Support the long-term economic competitiveness of the Garden Grove Resort District by increasing accessibility, encouraging longer stays, and promoting visitor spending.

In the event that a Visitor Accommodation Facility elects not to participate in the primary GGTID-sponsored transit program, the GGTID may allocate a proportional share of transit- related funds toward alternative transportation services that provide comparable mobility benefits within the District, consistent with the purposes of the District and the Parking and Business Improvement Area Law of 1989. Except as expressly amended herein, all other provisions of the Garden Grove Tourism Improvement District Advisory Board Report for Fiscal Year 2025–2026 remain unchanged and in full force and effect.
