Date: 3/10/2026

Subject: Award a contract to Duffy General Engineering Inc., for the Lampson Avenue and Knott Street Storm Drain Improvements Project, City Project No. CP- 1414000. (Cost:$787,400)(Action Item)

OBJECTIVE

For City Council to award a contract to Duffy General Engineering Inc. , for the Lampson Avenue and Knott Street Storm Drain Improvements Project, City Project No. CP-1414000.

BACKGROUND

Lampson Storm Drain from Knott Street to Western Avenue drains a significant watershed.

The majority of the storm drain is constructed of reinforced concrete pipe (RCP); however, a 55 linear-foot segment located within the intersection of Knott Street and Lampson Avenue was constructed using two 48-inch diameter corrugated metal pipes (CMPs).

The existing CMPs have been in service more than 60 years. Due to their age, the bottoms of the pipes have corroded, weakening their structural integrity. This de terioration has resulted in the progressive collapse of the pipe walls by overlying pavement and vehicular traffic. The Public Works Department has repaired the sinking road surface several times, and in the process has identified an urgent need to replace the CMPs with RCP.

DISCUSSION

The project consists of offsetting a water main to provide the necessary clearance from the proposed storm drain, removing the corroded CMPs and replacing them with a single 48-inch diameter reinforced concrete pipe, resto ration of traffic striping, and installation of traffic loops.

Staff solicited bids for this project pursuant to Municipal Code Section 2.50.100. Two (2) qualified bids were received at the City Clerk's Office by 11:00 a.m. on February 25, 2026.

The lowes t qualified contractor was Duffy General Engineering Inc., with a total bid of $787,400. This bid amount is within the current project budget. The licenses and references Item 74/2026

FINANCIAL IMPACT

The Lampson Avenue and Knott Street Storm Drain Improvements Project is included in the Fiscal Year 2026-27 adopted Capital Improvement Plan budget and is funded by Gas Tax SB1 funds. The timeline for this project was shifted forward to address emerging needs for storm drain repairs. Funding allocated for the FY26 -27 project budget will be appropriated during the current fiscal year to accommodate for these changes.
