INTER-DEPARTMENT MEMORANDUM

To:

Lisa L. Kim From: Samuel Kim
Dept:

City Manager Dept: Public Works
Date: 4/14/2026

Subject: Approval of an Amendment to the Agreement with Seavco dba Irv Seaver Motorcycles for repair of City-owned Police Department motorcycles. (Cost: $250,000)(Action Item)

OBJECTIVE

For the City Council to approve an Amendment to authorize an increase to the contract with Seavco dba Irv Seaver Motorcycles for repair of City-owned Police Department motorcycles.

BACKGROUND

The Public Works Department/Vehicle Maintenance Division is responsible for maintaining the City’s fleet of vehicles and equipment. The City entered into a one (1) year contract on May 15, 2025 with four (4) option years, at $50,000 per year, with Seavco dba Irv Seaver Motorcycles, the City’s vendor for Police Department motorcycle repairs. The Police Department had nine (9) Traffic Division BMW motorcycles during the last contract and that number has increased to fourteen motorcycles on the new contract.

DISCUSSION

Seavco dba Irv Seaver Motorcycles is the best fit for the Garden Grove Police Department since it is the closest dealer to the city. Due to the frequency of drop off and pickups by Police officers, increased costs of repairs and two (2) major accidents within the last six (6) months, it is in the best interest of the City to have a dealer nearby that creates the least amount of down time away from patrol. As a result, it has been determined that a contract in the amount of $100,000 per year is needed to cover the increased cost of repairs.

FINANCIAL IMPACT

The financial impact is an additional $250,000 to the Fleet Management Fund. There is no impact to the General Fund.
