Subject: Consideration of a written request from the Christ Cathedral Parish, Diocese of Orange, to extend the operating hours and make an exemption to the City’s Noise Ordinance for the annual Marian Days scheduled in 2026 and 2027. (Action Item)
OBJECTIVE
To transmit a written request on behalf of the Christ Cathedral Parish, Diocese of Orange, to request approval to extend the operating hours and make an exemption to the City’s Noise Ordinance, Municipal Code Section 8.47.040, to extend the higher noise le vels from 10:00 p.m. to 11:00 p.m. for the annual Marian Days event scheduled at the Christ Cathedral property on Thursday, July 9 through Sunday, July 11, 2026 , and Thursday, July 8 through Saturday, July 10, 2027.
BACKGROUND
Over the years, the Diocese of Orange has organized events and conferences on their private property. The annual event, “Marian Days”, has been held since 2021 and draws Vietnamese faithful from Orange County, Los Angeles, San Diego, San Bernardino, and San Jose. In 2025, the event welcomed approximately 30,000 attendees over two days, including a significant presence of out-of-state and international visitors.
DISCUSSION
Staff received a request from the Diocese of Orange, who will be organizing the annual Marian Days at the Christ Cathedral. The Diocese of Orange would like to request to extend the operating hours from 10:00 p.m. to 11:00 p.m. for the three day event that will be held at the Christ Cathedral property in 2026 and 2027. Additionally, this request would also require the approval to make an exemption (per Garden Grove Municipal Code Section 8.47.040) to the hours listed in the Noise Ordinance establishing lower noise thresholds after 10:00 p.m.

FINANCIAL IMPACT
Approval of this request w ill not have a financial impact to the City. The Police Department will be reimbursed for all personnel services provided during the event.
RECOMMENDATION
It is recommended that the City Council:
Consider the written request on behalf of the Christ Cathedral Parish, Diocese of Orange, to extend the operating hours and make an exemption to the City’s Noise Ordinance, from 10:00 p.m. to 11:00 p.m. for the annual Marian Days event scheduled at the Christ Cathedral property in 2026 and 2027. The event dates for 2026 are Thursday, July 9 through Sunday, July 11.
