SUBJECT: Amendment Request 4 – City of Garden Grove – SCADA Program Manager Services

Dear Rebecca:

The purpose of this letter is to request an amendment to the Scope of Services, Budget and Schedule for the SCADA Program Manager Services. This amendment is necessary to address significant unforeseen conditions and additional scope that have arisen during program implementation.

BACKGROUND AND PREVIOUS AMENDMENTS
In February 2020, West Yost finaliz ed the SCADA Master Plan for the City of Garden Grove (the City). The overall SCADA Program consisted of 22 projects with a budget of $7.8M to be implemented over a 5-year period. Through a competitive process, the City of Garden Grove selected West Yost to execute the SCADA Program Manager Services contract on September 24, 2020, with a planned Program completion of October 1, 2024. Since that time, the City has executed three amendments to adapt to evolving program needs.

Since program initiation, the SCADA Program has been impacted by conditions that were not foreseeable at the time of contract execution, including pandemic -related supply chain disruptions, legacy infrastructure constraints, and evolving regulatory require ments. These factors have significantly increased the level of effort required to successfully deliver the program.

SCOPE MODIFICATION # 4
This scope modification request is developed to a ddress key overall Program changes , including additional or enhanced services provided to the City during the execution of the Program. This modification also extends the schedule of the Program and increases the budget to accommodate these additional services.

The updated scope of services is presented in Attachment A with additional task details to provide clarity based on the key changes to the Program. The following sections summarize the additional services provided to date and continuing through completion. The updated schedule and detailed cost estimate is provided in Attachment B.

Unforeseen Conditions
The following unforeseen conditions increased the level of effort required to execute the SCADA Implementation plan.

COVID-19 Supply Chain Impacts: The SCADA Implementation Program was initiated during the COVID-19 pandemic, which introduced significant uncertainty related to material availability, procurement delays, and contractor Rebecca Li

performance. These impacts resulted in extended equipment lead times and prolonged construction durations, requiring additional program management, coordination, and construction support efforts.

Lack of As -Built Documentation: Th e l e g a c y n a t u r e o f t h e C i t y’ s e x i s ti n g f a c i l i ti e s a n d t h e l a c k o f c o m p l e t e a n d accurate as-built documentation resulted in numerous unforeseen field conditions. As an example, the lack of as - built documentation required additional field investigations, engineering analysis, and design modifications to resolve conflicts and support compatibility with existing systems. The absence of reliable as -builts also resul ted in additional Requests for Information (RFIs), submittal reviews, and design changes throughout construction.

Contractor Performance: Contractor-related challenges further compounded these impacts. Issues with contractor performance, including delayed procurement, incomplete or low-quality submittals, and coordination gaps, resulted in significantly more submittal iterations and RFIs than originally anticipated. For example, certain submittals required u p t o f o u r ti m e s t h e p l a n n e d l e v e l o f r e v i e w e ff o r t , a n d c o n t r a c t o r i s s u e s l e d t o e x t e nd e d d e l a y s a n d i n c r e a s e d coordination demands.

Additional unforeseen construction issues included:
• Replacement of electrical equipment (i.e. Transformers, panel boards, etc. at Westhaven). • Equipment failures and vendor performance issues requiring additional engineering and field support. • Extended construction durations at multiple sites, significantly exceeding the originally planned construction durations.

These unforeseen conditions collectively increased the level of effort required across program management, design, construction management, and system integration activities.

Additional Scope
In addition to the unforeseen conditions listed above, several scope additions have been included in the SCADA Implementation Plan that were not included as part of the original scope of services.

Chemical and Mechanical Systems Enhancements : Chemical dosing skids and associated controls, chemical analyzers, and ancillary components were replaced at multiple sites. This work required additional engineering design, specification development, PLC programming, SCADA configuration, factory testing, and commissioning.

Mechanical design efforts were also expanded to accommodate new analyzers, solenoid control schemes, and associated infrastructure.

PFAS Treatment Integration: Since 2020, PFAS treatment systems have been added at multiple well sites. Integration of these systems into the SCADA network requires additional programming, system integration, development of Standard Operating Procedures (SOPs), operator training, and coordination with parallel PFAS design and construction projects.

SCADA Maintenance Support: To maintain system functionality during implementation, West Yost provided ongoing maintenance and support for core SCADA servers , hardware, software, patches and updates . T his e ff o r t w a s no t included in the original scope and required periodic technical support and system maintenance.

Increased Contractor and Submittal Support : West Yost has provided significantly increased support for submittal reviews, RFIs, coordination meetings, and construction issue resolution. The volume and complexity of submittals significantly exceeded original assumptions, requiring substantially more engineering review effort , coordination, and meetings.

Expanded Program Management Scope and Duration: The program management scope has significantly expanded since the original scope of services was contracted in 2020. This includes additional Program Management effort to coordinate for operational consistency with separate ongoing projects at the city , including a new wastewater systems upgrade project, coordination with multiple PFAS design and construction projects led by other design and construction firms, that directly impacted the SCADA Program. We estimate a 1 0% increase in effort above and beyond the original Program Management effort. This coordination made sure that these other projects were well aligned with the SCADA Program and adapting the Program to the changing system condition triggered by these projects.

The original program was scheduled for completion in 2024. The overall Program schedule has been extended through June 2029, requiring an additional 4 years and 8 months of Program Management support for the City.

Program Management is inclusive of efforts to coordinate the work within this Program, plus the interrelationships with multiple ongoing related projects that are being executed outside this Program.

AMENDMENT REQUEST
Our additional budget request is based on our estimated level of effort to complete the current Program, minus the remaining budget we expect at the anticipated time of acceptance of this amendment request. We request that the City authorize the additional budget and contract time extension required to complete this important Program.

The total requested additional budget amount is $605,002.42, as presented in Attachment B. West Yost will continue to perform the scope of services described above on a time-and-expenses basis at West Yost’s standard billing rates.

Our current Billing Rate Schedule is attached (Attachment C). Additional services not included in this scope of services will be performed only after receiving written authorization and a corresponding budget adjustment.

Schedule
Please see the detailed schedule attached (Attachment B). Thank you for providing West Yost the opportunity to be of continued service to the City of Garden Grove . We look forward to working with you on this important project.

Please call if you have any questions or require additional information.

Sincerely,

WEST YOST
