Subject: Approval of Amendment No. 4 to the agreement with West Yost Associates for program management services for SCADA Implementation projects. (Cost: $605,002)(Action Item)
OBJECTIVE
To receive City Council approval for Amendment No. 4 to an agreement with West Yost Associates to provide professional engineering services for Supervisory Control and Data Acquisition (SCADA) Implementation Projects.
BACKGROUND
In September 2020, the Cit y contracted with West Yost Associates (Consultant) to provide program management services overseeing the SCADA modernization of the water system.
Services include program management, engineering and design, bidding support, construction management, inspection, programming, and system integration for all SCADA projects identified in the City’s 2020 SCADA Master Plan. The contract for the SCADA Implementation projects was awarded during the COVID-19 pandemic, a period characterized by high uncertainty and disruption in global supply chains. At the time of the award, the full extent of material shortages and procurement delays was not foreseeable. These impacts resulted in extended equipment lead times and delays in construction activities, which increased the level of effort required for project management, coordination, and construction support.
As construction progressed, additional unforeseen conditions associated with the legacy nature of the existing infrastructure were encountered. For example, existin g electrical panels, conduit routing, and control interfaces often differed from record drawings, requiring field verification and redesign to integrate new SCADA equipment. In addition, operational constraints took place with maintaining system reliabilit y for the site with PFAS treatment, meeting seasonal demand, and accommodating equipment outages through additional coordination and construction support that was not originally planned in the design phase.
These conditions necessitated additional field in vestigations, design modifications, and coordination among the City, contractor, and Consultant to resolve conflicts and ensure compatibility with existing systems. Addressing these issues to maintain proper system Item 126/2026
integration significantly increased the l evel of support for construction management, inspection, and engineering required.
Currently, the SCADA Implementation Program has completed the Foundational and Global Improvement Projects, as well as design for all High Priority Projects which consist o f five reservoir and booster pump station sites. Construction is complete at three of these sites, with the remaining two currently under construction. Additional completed work includes design of Well 19 and Well 26. Construction of the Well 19 rehabilita tion project, including PFAS treatment and SCADA upgrades, is also currently underway.
DISCUSSION
Since execution of the original agreement, the City has also incorporated additional scopes not included in the initial contract. These include the replacem ent of chemical systems and analyzers at 11 sites, which require expanded engineering design, PLC programming, SCADA configuration, Factory Acceptance Testing (FAT), startup, and commissioning services.
Furthermore, PFAS treatment facilities have been added at eight well sites as part of separate regulatory-driven projects. Integration of these treatment systems into the SCADA network was not included in the original scope and requires additional programming, system integration, development of Standard Operating Procedures (SOPs), and operator training.
These efforts have also increased the level of program management required to coordinate with multiple concurrent PFAS design and construction projects led by other consultants and contractors. Other added efforts include temporary SCADA server support to maintain the system’s functionality and reliability during implementation. Collectively, these added scope elements and unforeseen conditions have extended the program schedule from October 2024 to November 2028. Due to these factors listed above, staff is requesting additional funding in the amount of $605,002.42 for the Consultant to complete SCADA implementation for projects currently under construction. The consultant will also continue to support SCADA integration for the ongoing Well 19 construction and the upcoming Well 29 construction.
FINANCIAL IMPACT
There is no impact to the General Fund. The amendment agreement will cost $605,002.42.
This cost will be absorbed within the Water Enterprise Fund Budget Fiscal Year 2025/26.
RECOMMENDATION
It is recommended that the City Council:
Approve Amendment No. 4 to the agreement with West Yost Associates, increasing the existing Agreement amount from $3,916,105 to $4,521,107.42, a $605,002.42 increase; and
Authorize the City Manager, or designee, to execute Amendment No. 4 and make minor modifications as appropriate thereto on behalf of the City.
