Subject: Award a contract to ILB Electric, Inc. for Project No. CP-1381000, Traffic Signal Modifications at Various Locations Fiscal Year 2025-26. (Cost $1,265,280) (Action Item)
OBJECTIVE
For City Council to award a contract to ILB Electric, Inc. , for construction of Project No. CP- 1381000, Traffic Signal Modifications at Various Locations FY 25-26.
BACKGROUND
Project No. CP -1381000 consists of traffic signal modifications at Lampson Avenue/Euclid Street and Lampson Avenue/Western Avenue, and a street light relocation at Acacia Parkway/Nelson Street. The project involves installing new signal equipment, poles, cabinets, pull boxes, conduits, cables, CCTV cameras, vehicle video detection, and curb ramps. As part of the improvements, the southerly cross gutter at Lampson Avenue/Western Avenue will be reconstructed.
DISCUSSION
Staff solicited bids for this pro ject pursuant to Municipal Code Section 2.50.100. Three (3) qualified bids were received by the City Clerk's office. The bids were opened at 11:00 a.m. on March 25, 2026. The lowest qualified bidder is ILB Electric, with a total bid of $1,265,280.
This bid is within the current project budget. The licenses, references and all other documentation of the contractor have been reviewed and verified by staff, and found to be in order. This contract will comply with the City’s Community Workforce Agreement (CWA).
The anticipated contract schedule is as follows:
Award contract - April 14, 2026
Begin construction (estimated) - May 11, 2026 Complete construction (estimated) - November 9, 2026

FINANCIAL IMPACT
The total cost of the contract for Project No. CP -1381000, Traffic Signal Modifications at Various Locations is $1,265,280 . Funding is included in the FY2025 -26 adopted capital improvement program budget from the Traffic Mitigation funds.
RECOMMENDATION
It is recommended that the City Council:
Award a contract to ILB Electric, Inc., in the amount of $1,265,280, for construction of Project No. CP-1381000, Traffic Signal Modifications at Various Locations FY 25-26; and
Authorize the City Manager, or designee, to execute the agreement and make minor modifications as appropriate thereto, on behalf of the City.
