Dept:

City Manager Dept: Community Services
Date: 4/14/2026

Subject: Approval of Amendments to the Facility Use Agreements with Esparza Soccer Academic, Inc. for the operation of the outdoor soccer facilities at Pioneer Park and Garden Grove Park. (Action Item)

OBJECTIVE

To request that the City Council approve amendments to extend the term of the Facility Use Agreements with Esparza Soccer Academic, Inc. for the operation of the outdoor soccer facilities at Pioneer Park and Garden Grove Park.

BACKGROUND
In 2016, the City Council approved a Facility Use Agreement with Esparza Soccer Academic, Inc., under the management of Juan Esparza, for the operation of the outdoor hockey rink facility at Pioneer Park, located at 12772 Chapman Avenue. In 2020, the City Council approved a separate Facility Use Agreement with the same organization for the operation of the outdoor soccer facility at Garden Grove Park, located at 13631 Deodara Drive.

Both agreements have been amended over time to extend their terms. The Pion eer Park agreement was amended in 2019 (5 year term) , and again in 2022 (3 year term), expired July 19, 2025. Garden Grove Park agreement was amended in 2023 (3 year term), expired on April 1, 2026.

DISCUSSION

Esparza Soccer Academic, Inc., under the management of Juan Esparza, has been a reliable and valued partner in operating facilities at Pioneer Park and Garden Grove Park. The organization has consistently maintained the facilities in good condition, met all financial obligations without missed paymen ts, and actively supported City special events through sponsorships.

Based on this strong performance and community involvement, staff recommends approval of the Third Amendment for Pioneer Park and the Second Amendment for Garden Grove Park, each extending the agreements through April 1, 2033 (7 year term).

Garden Grove Park (13631 Deodara Drive) – $5,000 per month for the use of the outdoor soccer facility.

RECOMMENDATION

It is recommended that the City Council:

 Approve the Third Amendment to the Facility Use Agreement with Esparza Soccer Academic, Inc. for the operation of the outdoor arena soccer facility at Pioneer Park, extending the term through April 1, 2033;

 Approve the Second Amendment to the Facility Use Agreement with Esparza Soccer Academic, Inc. for the operation of the outdoor soccer facility at Garden Grove Park, extending the term through April 1, 2033; and

 Authorize the City Manager, or designee, to execute the Amendments to the Facility Use Agreements with Esparza Soccer Academic, Inc. on behalf of the City, and make minor modifications as appropriate thereto.
