Subject: Adoption of a Resolution to authorize participation in the Clean California Community Cleanup and Employment Pathway Grant Program; and approval of a Restricted Grant Agreement with Caltrans; and, appropriation of grant funds awarded in Fiscal Year 2025-26. (Grant Amount: $200,000)(Action Item)

OBJECTIVE

Request approval of a Resolution to authorize participation in the Clean California Community Cleanup and Employment Pathway (CCEP) Grant Program, the Restricted Grant Agreement (RGA) with Caltrans, and the appropriation of grant funds awarded in FY 2025-26.

BACKGROUND

A Notification of Funding Availability was issued in September 2025 for the Clean California Community Cleanup and Employment Pathway (CCEP) Grant Program through the California Department of Transportation (Caltrans). This program prioritizes activities that support litter abatement, graffiti removal and deterrence, and public space beautification while creating workforce development opportunities for vulnerable popula tions, including justice-impacted individuals, those experiencing homelessness, and at -risk youth. The program focuses on fostering community pride through sustainable cleanup efforts, promoting public education on anti -littering, and ensuring long -term ma intenance through partnerships with local agencies, workforce organizations, and community-based groups.

DISCUSSION

The City applied for the CCEP grant funding for the Garden Grove Community Beautification Project (GGCBP), which focuses on three categories: Beautification, Workforce Development, and Community Outreach.

Pursuant to program guidelines, the project is intended to achieve the following:
 Beautification: Litter and graffiti removal, and deterrence efforts throughout the City with priority areas near schools and community centers.

 Workforce Development: Employment and skill training opportunities for clients from the Family Resource Center and the Central Cities Navigation Center (CCNC), to assist in some capacity with beautification, litter abatement, and graffiti removal. This on -the-job training will include assisting existing contractors.

 Community Outreach : Engaging residents through surveys and neighborhood meetings to gather feedback and ensure continued community involvement in maintaining clean and safe public spaces.

On February 19, 2026, Caltrans announced that the City was awarded $200,000 in grant funding for the GGCBP, as follows:

The CCEP grant requires a local match, which can be satisfied through in-kind contributions.

The City will fulfill this requirement through existing staff labor and existing contractual funds already budgeted within Public Works, Police Economic Development and Ho using and the Police Department’s operating budget. The grant will provide $200,000 towards the project, with the remaining $553,919 representing the City’s in -kind match. The total estimated project cost is $753,919 and no additional local cash contribu tion is required. The Budget summary is as follows:
