Subject: Approval of an Amendment to the Facility Use Agreement with Orion Sports, LLC for the outdoor hockey rink facility at Chapman Sports Complex. (Action Item)
OBJECTIVE
To request that the City Council approve amendments to extend the term of the Facility Use Agreements with Orion Sports, LLC for the operation of the outdoor hockey facility at Chapman Sports Complex.
BACKGROUND
In 2020, the City Council approved a three -year Facility Use Agreement with Orion Sports, LLC, under the management of Kevin Bever, for the operation of the outdoor hockey rink facility at Chapman Sports Complex, at 11700 Chapman Avenue. The agreement was amended in 2023 for another three-year term.
DISCUSSION
In August 2024, Orion Sports, LLC underwent a change in management, with Allen Ghazarian assuming leadership with the goal of continuing to provide outdoor hockey opportunities for youth and adults, while also expanding a street and ball hockey league at the facility. While there has been a change in management, Orion Sports, LLC has remained a quality tenant at Chapman Sports Complex, consistently maintaining the facility in good condition through capital improvements and meeting all financial obligations without missed payments.
Staff recommends approval of the Second Amendment for Chapman Sports Complex, extending the agreement through April 1, 2029, for a three year term.
FINANCIAL IMPACT
The proposed amendment increases the monthly lease amount from $500 per month to $1,171.87 per month. This increase is based on the square footage rate of the Pioneer Park athletic facility, which is of similar size and offers comparable site amenities. The ra te per square foot is equivalent between Pioneer Park and Chapman Sports Complex.

RECOMMENDATION
It is recommended that the City Council:
Approve the Second Amendment to the Facility Use Agreement with Orion Sports LLC. for the operation of the outdoor hockey facility at Chapman Sports Complex, extending the term through April 1, 2029; and
Authorize the City Manager, or designee, to execute the Amendments to the Facility Use Agreements with Orion Sports LLC on behalf of the City, and make minor modifications as appropriate thereto.
