OBJECTIVE

For the City Council to authorize a professional services agreement with Bureau Veritas Technical Assessments LLC for a Parks Condition Assessment covering 19 City park sites in two (2) phases, and to dispense of the bidding process pursuant to Municipal Code Section

BACKGROUND

The City of Garden Grove maintains parks and recreational facilities that serve residents across the community. Ensuring that these assets are well-maintained and that resources are allocated effectively requires a systematic understanding of the condition , remaining useful life, and capital replacement needs of park systems, components, and amenities.

To address this need, the Public Works Department engaged Bureau Ver itas Technical Assessments LLC to conduct a comprehensive Parks Condition Assessment for 19 City-owned park sites. Bureau Veritas submitted a p roposal outlining a two -phase scope of work and associated fee schedule.

DISCUSSION

The scope of work is structured in two (2) phases covering a total of 19 park sites. Phase 1 encompasses ten (10) parks at a cost of $40,384.57. Phase 2 encompasses nine (9) parks at a cost of $29,549.68, for a combined total of $69,934.25. Assessments will be conducted in accordance with industry standards and will produce, for each site, a Park Condition Index (PCI), a Current Replacement Value (CRV), photographic documentation of deficiencies, corrective action recommendations with cost estimates, and a 5 -, 10-, or 20 -year Capital Plan.

A competitive solicitation was not conducted for the selection of Bureau Veri tas, as the City determined it is in its best interest to continue using the existing AssetCALC platform currently in use by the Building Maintenance Section, ensuring continuity in the City's facilities asset management program.

AssetCALC is a web -based system developed, licensed, maintained, and exclusively supported by Bureau Veritas. AssetCALC will be used to store assessment data to be collected by Bureau Veritas, and will enable the City to query condition data, prioritize capital repairs, and plan expenditures across its park portfolio.

FINANCIAL IMPACT

The cost of the professional services agreement with Bureau Veritas Technical Assessments LLC for a Parks Condition Assessment covering 19 City park sites is $69,934. The amount is included in the Parks and Grounds Maintenance Section ’s adopted Fiscal Year 2025-26 operational budget.

RECOMMENDATION

• Authorize a professional services agreement with Bureau Veritas Technical Assessments LLC for a Parks Condition Assessment report and software for Phases 1 and 2, in a total amount not to exceed $69,934.25;
