Subject: Adoption of a Proclamation recognizing May 17 - 23, 2026 as National Public Works Week in the City of Garden Grove. (Action Item)

OBJECTIVE

For City Council to proclaim the week of May 17 - 23, 2026, as National Public Works Week in the City of Garden Grove.

BACKGROUND

Public Works professionals are responsible for planning, building, maintaining, and operating the infrastructure and services essential to public health, safety, environmental sustainability, and the overall quality of life in Garden Grove.

DISCUSSION
The Public Works Department oversees more than $120 million in capital, operating, and utility budgets to manage the City’s infrastructure and services. Public Works divisions include Engineering, Water, Streets, Facilities, and Administration —each critical to sustaining the city’s safety, mobility, public facilities, and utility systems.

In Fiscal Year 2024-25, the department’s accomplishments included:
 Upgrading five (5) traffic signal intersections, two of which were grant-funded, improving traffic flow and pedestrian safety across major corridors.

 Rehabilitating arterial and residential streets citywide through multiple projects, including micro -surfacing and cooperative rehabilitation with adjacent jurisdictions, using 5,487 tons of asphalt , and completing over 1.4 million square feet of slurry seal work.

 Cleaning over 1.1 million linear feet of sewer lines, televising 336,511 linear feet through CCTV inspection, completing nearly 1,900 hot spot cleanings, and diverting 15 potential sewer system overflows.

 Advancing PFAS water treatment infrastructure at multiple well sites in partnership with the Orange County Water District, while updating the City's Cross-Connection Control Plan and recertifying the Water System Risk and Resilience Assessment with the EPA.

 Closing approximately 1,908 vehicle maintenance work orders —including nearly 1,450 repair orders —and adding new fleet vehicles to support tree removal, Animal Care Services, and street and parks maintenance operations.

 Continuing SB 1383 organic waste diversion compliance, enrolling over 1,900 commercial and multi -family accounts, expanding Community Clean -Up Events to include paper shredding and household batt ery collection , and growing the Annual Compost Giveaway to two events per spring.

The department’s dedicated engineers, managers, and frontline employees work 24/7 to deliver safe drinking water, maintain parks and buildings, respond to emergencies, enhance traffic safety, enforce environmental compliance, and ensure efficient public service delivery.

The theme of this year’s National Public Works Week is “Rooted in Service, Powered by Community”, celebrating the workforce who persistently serves the Garden Grove community every day.
