Subject: Acceptance of Project No. CP-1414000 - Lampson Avenue and Knott Street Storm Drain Improvements Project, as complete. (Action Item)
OBJECTIVE
For the City Council to accept the above project as complete and authorize the City Manager to execute the Notice of Completion of Public Improvement and Work.
BACKGROUND
On March 10, 2026, the City entered into a contract with Duffy General Engineering Inc., a general contractor to complete the Lampson Avenue and Knott Street Storm Drain Improvements Project (Project). Specifically, the Project addressed removal of existing two 48-inch diameter corroded corrugated metal pipes (CMPs) and concrete junction structure; installation of 48-inch diameter of reinforced concrete pipe (RCP) and adjustment of utility covers to finish grade.
DISCUSSION
The contractor, Duffy General Engineering, Inc., has completed the improvements in accordance with the plans, specifications, and other contract documents. Therefore, the City moves to close out the project and file a Notice of Completion of Public Improvement Work.
FINANCIAL IMPACT
There is no impact to accept the above project as complete. These improvements were included in the Fiscal Year 2026-27 Capital Improvement Plan budget and are funded by Gas Tax SB1 funds.
RECOMMENDATION
It is recommended that the City Council:
Accept Project No. CP 1414000 – Lampson Avenue and Knott Street Storm Drain Improvements Project, as complete;

Authorize the City Manager, or designee, to execute the Notice of Completion of Public Improvement and Work; and
Authorize the Finance Director to release the retention payment when appropriate to do so.
