City Manager Dept: Public Works
Date: 6/9/2026
Subject: Adoption of Resolutions approving the 2025 Urban Water Management Plan and 2025 Water Shortage Contingency Plan. (Action Item)
OBJECTIVE
For the City Council to hold a public hearing to adopt Resolutions approving the 2025 Urban Water Management Plan (UWMP) and the 2025 Water Shortage Contingency Plan (WSCP), as required by the California Department of Water Resources (DWR).
BACKGROUND
The Urban Water Management Plan Act of 1983 (Act) requires that every urban water supplier providing water for more than 3,000 customers, or supplying more than 3,000 acre -feet of water annually, prepare and adopt an UWMP and a WSCP. The City of Garden Grove (City), as an urban water supplier, is required to update and submit the UWMP to the DWR every five years. The WSCP is a standalone document that will be periodically updated.
On October 14, 2025, the City Council approved an agreement with the Municip al Water District of Orange County (MWDOC) and consultant Carollo Engineers, Inc. to partner with staff in updating the City's 2025 UWMP and WSCP. This regional approach ensured that all plan requirements were met in a manner consistent with other water su ppliers in Orange County.
DISCUSSION
2025 Urban Water Management Plan
The UWMP is a comprehensive document that evaluates a water supplier's reliability over a 20-year planning horizon. The City’s 2025 UWMP provides an assessment of present and future water supply sources and demands within the City's service area, and updates the 2020 UWMP with respect to the City's water resource needs, water-use efficiency programs, water reliability assessment, and strategies to mitigate water shortage conditions.
The City’s 2025 UWMP complies with all requirements of the Act as amended since 2020. The Final Draft UWMP is posted on the City’s website at:

2025 Water Shortage Contingency Plan
The WSCP is a strategic planning document designed to prepare for and respond to water shortages. In short, the WSCP establishes a clear, step -by-step framework for managing water shortages across six defined severity levels. Key elements include:
An analysis of water supply reliability
Water shortage response actions for each of the six standard shortage levels Protocols for communicating actions during current or predicted shortage conditions Monitoring, reporting, and annual reassessment procedures
This level of planning is intended to help maintain reliable supplies and reduce the impacts of supply interruptions. The Final Draft WSCP is posted on the City’s website along with the UWMP at: https://ggcity.org/pw/water-conservation.
Public Noticing & Availability
Notices of preparation were sent to several surrounding agencies notifying them that the City was in the process of updating its UWMP and WSCP. Prior to this public hearing, copies of the 2025 UWMP and 2025 WSCP were made available for public review on the City's website.
Procedural Note
Although the WSCP is an appendix to the UWMP, DWR requires it to be treated as a stand - alone document with its own public hearing and adoption. The WSCP must be adopted prior to the UWMP in order to be included within the Adopted UWMP.
FINANCIAL IMPACT
There is no financial impact for the City Council to approve the 2025 Urban Water Management Plan (UWMP) and the 2025 Water Shortage Contingency Plan (WSCP).
