Amendment No. 2 Request
June 8, 2026
Janet Pelayo, Deputy Director
City of Garden Grove, Community Services Department
11222 Acacia Parkway, Garden Grove, CA 92840
Subject: Amendment No. 2 - Additional Time Extension for Construction Management Services for the Woodbury Park Revitalization and Expansion Project (RFP No. S-1335) Dear Ms. Pelayo,
Z&K Consultants, Inc. (Z&K) respectfully submits this amendment request to revise the contract duration and budget for Construction Management and Inspection Services for the Woodbury Park Revitalization and Expansion Project.

The project duration has been extended due to untoreseen field conditions and approved change orders that extended the construction schedule. While the staffing approach and level of effort remain consistent with the originally approved proposal, continued construction management, inspection, and contract administration services are required through project completion and closeout.

The project team continues to work closely with the Contractor to maintain progress toward the City's desired park opening date of July 25, 2026. Through ongoing coordination and schedule management efforts, the anticipated substantial completion date has been reduced from late August 2026 to mid-July 2026 through ongoing coordination, issue resolution, and schedule management efforts. However, construction activities, punch list work, and project closeout efforts are expected to continue through mid-August 2026.

To maintain the current momentum and support successful project delivery, the existing staffing approach should remain in place through completion. Full-time inspection services remain necessary during active construction operations.

Construction Management services continue to be provided at a limited level of effort, averaging approximately five hours per week despite the additional coordination and oversight required to support the extended construction duration, while supporting contractor coordination, schedule oversight, issue resolution, and project administration. Project Management/Office Engineering services remain critical for contract administration, document control, stakeholder coordination, change order processing, and project closeout activities. The requested amendment reflects the additional time required to support the extended construction duration rather than an increase in staffing levels.

The requested budget includes services through August 2026 to support final construction activities, punch list completion, final documentation, project closeout, and provide flexibility should construction activities extend beyond the anticipated July substantial completion date. The revised cost summary is provided below:

Services Amount
Construction Management & Inspection Services (Through Project Completion) $80,844.51 Total Amount $80,844.51
Original Budget Amount $299,844.00
Amendment No. 1 $208,608.00
Amendment No. 2 $80,844.51
New Contract Amount: $589,296.51
Z&K's current approved contract amount is $508,452.00. This amendment requests an increase of $80,844.51, resulting ir a revised total contract amount of $589,296.51. The revised contract amount includes Construction Management and Inspection services through project completion and close out.

We sincerely appreciate the City's continued partnership and look forward to working together to ensure the successful delivery of the Woodbury Park Revitalization and Expansion Project. Please let me know if you need additional details or clarification.

Sincerely,
Crystal fraise
