INTER-DEPARTMENT MEMORANDUM

To:

Lisa L. Kim From: Samuel Kim
Dept:

City Manager Dept: Public Works
Date: 6/23/2026

Subject: Approval of an agreement with Pyramid Group International, Inc., for on-call inspection and support services for assistance with various City environmental compliance programs. (Cost: Not to exceed $225,000)(Action Item)

OBJECTIVE

To request City Council approve agreement with Pyramid Group International, Inc. for on-call inspection and support services for the City’s environmental compliance programs.

BACKGROUND

The City is regulated under the Orange County Municipal Separate Storm Sewer System (MS4) Permit issued by the California Regional Water Quality Control Board. The MS4 Permit requires the City to implement a comprehensive storm water management program designed to reduce pollutants that discharge to Bolsa Chica, and Huntington Harbor/Anaheim Bay, and ultimately the Pacific Ocean. The program includes inspections of industrial and commercial facilities; response to illegal discharges and spills; tracking and report o f compliance activities; maintain database and records with photos; and preparing required reports.

Environmental Services staff administers the Fats, Oils and Grease (FOG) Program, including tenant improvement plan reviews, inspections of grease intercep tors/traps, sewage spill response, environmental compliance monitoring, implementing the Statewide Trash Implementation Plan. Staff also manages an ongoing business inventory backlog, regulatory reporting, coordinating with various agencies for compliance, and public outreach activities.

The Environmental Services S ection is currently staffed by two full -time employees, one Supervisor and one Inspector, with one vacant Inspector position.

DISCUSSION

Due to increasing regulatory requirements, inspection frequencies, and documentation obligations, supplemental consultant support is necessary to assist staff in maintaining compliance with permit requirements and ensuring timely completion of required activities.

Last December, a five year blanket service agreement in the amount of $25,000 was issued Item 265/2026

with Pyramid Group International, Inc. to perform on-call inspection services for MS4 NPDES Industrial and Commercial Facilities Program. The current funding is insufficient to address the backlog of MS4 NPDES in spections and there is an additional need for FOG inspections, WQMP & BMP Reviews, and emergency response support due to staffing limitations. It is anticipated that an additional $225,000 under a separate agreement is needed to cover these additional services. With this additional allocation, an additional 400 inspections will be able to be conducted within the next 6 month period and 800 inspections will be able to be conducted within the next 1 year period.

Due to Pyramid Group International, Inc. relev ant experience, understanding of the local, regional and national storm water issues, demonstrated knowledge of the City’s work order system, and staff availability to provide the services in an expeditious manner, staff recommends utilizing the consultant 's existing knowledge and experience will minimize training requirements, maintain program continuity, and allow services to be implemented immediately support compliance with regulatory requirements. Therefore, it would be in the best interest of the City to dispense of the bidding process per Municipal Code 2.50.060 (G).

FINANCIAL IMPACT

The total cost for the new contract with Pyramid Group International, Inc., for on -call inspection and support services with various City environmental compliance programs will not exceed $225,000. This agreement will be funded from the Public Works operating budget.

RECOMMENDATION

It is recommended that the City Council:

 Approve to dispense of the bidding process per Municipal Code 2.50.060 (G);  Approve an agreement with Pyramid Group International, Inc., in the amount not to exceed $225,000 for a one year term through June 30, 2027, for on- call inspection and support services for assistance with various City environmental compliance programs; and

 Authorize the City Manager, or designee, to execute the agreement on behalf of the City and make minor modifications as appropriate thereto.
