Date: 6/23/2026

Subject: Award a contract to Tiger Construction LLC., for on-call concrete construction services, IFB No. S-1389. (Cost: Not to exceed $900,000/year)(Action Item)

OBJECTIVE

To receive City Council approval to award a contract to Tiger Construction, LLC., for the On- Call Concrete Construction Services IFB No. S-1389 on various city streets and right-of-way for a five-year cumulative total of $4,500,000.

BACKGROUND

The City has a notable damaged concrete backlog that presents risks to public safety. The goal is to replace high severity defects in residential sidewalks, driveway approaches, wheel chair ramps and cross -gutters to reduce slip, trip, and fall claims. The repair of damaged curbs and gutters will also help ensure proper storm and nuisance water drainage, which will aid in efficient storm-water movement.

The City received responses from nine (9) contractors for the On-Call Concrete Construction IFB No. S-1389. After review, Van Engineering, Tiger Construction LLC, and CT&T Concrete Paving, Inc. were identified as the three (3) lowest responsive bidders.

The three (3) lowest bidders are summarized below:

Upon review of the bid submissions, Van Engineering was initially identified as the apparent lowest bidder. Following the bid opening, Van Engineering notified the City that a clerical error had occurred in the preparation of its bid pricing. Due to the error , Van Engineering advised that it could not honor the submitted bid amounts and formally requested withdrawal of its bid. City staff reviewed the request and supporting documentation and determined that the withdrawal request was justified due to the clerical error. Accordingly, Van Engineering’s bid was withdrawn from consideration.

Following the withdrawal of Van Engineering’s bid, Tiger Construction LLC., became the lowest responsive and responsible bidder. Staff reviewed the contractor’s qualifications, references, and prior performance and found Tiger Construction LLC., capable of successfully performing the work specified in the contract documents.

Bid prices for Option A (work completed using a combination of City crews and contractor) will not be utilized. Option B, (contractor completes all work) was submitted by bidders with the understanding that all work quantities given by the City were estimates. The project quantities are anticipated amounts that were used as a basis for bidding purposes. Actual available resources are limited to $1,800,000 for the first two (2) years and $90 0,000 per year for up to three (3) additional one-year extensions (an average of $900,000 per fiscal year).

FINANCIAL IMPACT

The contract with Tiger Construction, LLC. for the On-Call Concrete Construction Services provides for a five-year term with annual expenditures not to exceed $900,000. Funding for these services is included in the Public Works Department, Street Division’s annual operating budget.

RECOMMENDATION

It is recommended that the City Council:

 Accept the withdrawal of Van Engineering’s bid due to documented clerical errors in its bid pricing;

 Award the contract to Tiger Construction LLC., the lowest responsive and responsible bidder, in the amount of $1,800,000 for the first two (2) years, with three (3) optional one -year extensions at $900,000 per year for On -Call Concrete Construction; and

 Authorize the City Manager, or designee, to execute the agreement and exercise and execute option year amendments , on behalf of the Ci ty and make minor modifications as appropriate.
