1. Beginning with the End in Mind: VCA employs a full -time Plan Review Client Services Manager, Ms. Yolanda Huerta, and coordination staff. A 25-year veteran Permit Technician, Ms. Huerta opens each set of plans to review for completeness. If portions are missing, she immediately notifies the client. Each plan is entered into our proprietary plan tracking system by our plan review technicians and assigned to a plans examiner.
2. Consistent Corrections & Rechecks: Each client is assigned a Lead Plan Review er to understand that Client’s nuances and create a template approved by the City. The Lead performs most of that Client’s plan review work and also trains others to maintain uniformity not only amongst themselves, but also with the City. With this system, we consistently write corrections that only the City would write. For rechecks, plans are given to the original plans examiner to save time and money in approving corrections, expedite the review process, and keep conversations with applicants concise.
3. Plan Transmittal Your Way: We are happy to transport plans however the City wants whether it’s through the City portal, email, SharePoint, ProjectDox, ShareFile, Dropbox, mail courier, etc. Our team’s technological competence has in the past facilitated the transition from paper to digital plans for our clients. We understand the importance of speed and convenience, and our expertise in electronic plan transmittal and plan review will accelerate this process for the City.
4. Firm Grasp of Plans & Deadlines:
Pertinent data is entered into our
custom tracking system; each set of
plans receives a bar code that allows
VCA to track every entry into our
system. Due dates are transparent
and openly displayed on a screen
similar to a flight status board.

5. Unique Expedited Solution for Plan Review: Saving time, money, and labor, VCA developed the concept of Client Directed Expedited Plan Review. One of the largest headaches for Building Departments is handling unrealistic expectations from demanding customers. As a leader in bringing thoughtful industry solutions to the government sp here, VCA Code’s President, Bob Heinrich, crafted this proprietary system to help cities:
• Eliminate complaints to government leadership, especially on politicized projects • Remove complaints related to turnaround times because customer selects their timeframes
• Relieve staff burden because the customer works directly with VCA • Avoid issues with fees because the applicant chooses their own fee amount • Retain higher percentage of the fee and allow additional resources for the City’s usage We are the only consultant with experience in the successful implementation of this service that benefits all parties involved. Our team is available to discuss this option in more detail.
Consistent Staff Augmentation Services : With their insight into the industry landscape, our professional recruiters are well -equipped and dedicated to providing personnel with the experience levels and skills requested by the City. We uniquely offer the resources of a staffing agency coupled with expertise in the trade, allowing us to curate the best “fit” candidates. By leveraging our team’s expertise, the City will have access to not only qualified candidates for the initial scope, but also ongoing assistance in evolving staffing and recruiting needs.
2. 3. Comprehensive Screening: VCA complies with all State and Federal employment laws. We meet with candidates to gauge work ethic and evaluate their knowledge and skills. After our initial screening, we provide relevant resumes to the City for interviews and approval.
VCA also confirms certifications /licenses, runs required background checks, and/or coordinates with the City’s live scan process. We will adhere to all requirements.

Our management team consists of former government employees who understand the expectations of working with a public entity. VCA’s business structure caters to municipalities seeking Plan Review, Inspection, Code Enforcement, and Building & Safety Contractual Services, enabling us to seamlessly integrate and promptly tackle tasks. • Our team is well versed in VivaCivic and Bluebeam as we currently use these programs to serve the City of Garden Grove. Should the City ever need support for software migration, we are experts at electronic plan review and accommodate any file transfer process. The City can comfortably rely on VCA for any technological assistance as Bob Heinrich previously held the position of Director of Technology for ICBO/ICC with an understanding of technology across the United States. In the past, we assisted cities in the set -up and implementation of electronic plan review processes and helped municipal staff with training and best practices with software programs. Our relationship with software vendors gives cities options in technology without a large investment in time or finances.
