Housing

Date: 8/11/2026

Subject: Approval of an agreement with Chipman Relocation & Logistics for moving services related to the Civic Center Revitalization Project. (Cost: Not to exceed $80,000)(Action Item)

OBJECTIVE

For the City Council to approve an agreement with Chipman Relocation & Logistics for moving services related to the Civic Center Revitalization Project in an amount not to exceed $80,000.

BACKGROUND

In March 2024, the City Council approved the Civic Center Revitalization Project, which includes construction of a new Public Safety Facility and a reimagined Civic Park. Phase I of the project is nearing completion, and the Police Department is preparing to relocate into the new facility.

To facilitate the move, staff solicited bids from qualified moving companies and received three responsive proposals. Chipman Relocation & Logistics (Chipman) submitted the lowest responsive and responsible bid.

DISCUSSION

The new Public Safety Facility is anticipated to achieve substantial completion in August 2026.

Police Department personnel are now preparing to occupy the new building. A key component of the transition is the relocation of files, furniture, equipment, materials, supplies, and other operational assets. To minimize disruptions to City operations and public services, the move is anticipated to occur over multiple weekends.

The contract also includes the temporary relocation of Orange County Fire Authority (OCFA) personnel from Fire Station 81 to accommodate hazardous materials abatement and demolition of the exi sting Police Department building. OCFA personnel are expected to be relocated for approximately four to six months. The agreement also includes funding to return OCFA personnel and equipment to Station 81 once the facility is ready for reoccupancy.

Chipman will provide moving materials, packing and relocation services, move coordination, and logistical support in collaboration with the Police Department, OCFA, and City staff. In addition, Chipman will perform the secure relocation of Property and Evidence Division materials. Chipman has successfully provided similar services for other public safety agencies and understands the security, chain -of-custody, and personnel background requirements associated with relocating sensitive law enforcement assets.

FINANCIAL IMPACT

The cost of the moving services is $80,000. Funding is available within the approved Civic Center Revitalization Project budget.

RECOMMENDATION

It is recommended that the City Council:
 Approve the agreement with Chipman Relocation & Logistics, in the amount not to exceed $80,000, for moving services associated with the Civic Center Revitalization Project.
 Authorize the City Manager, or designee, to execute the agreement on behalf of the City and approve minor, non -substantive modifications as necessary thereto on behalf of the City.
