INTER-DEPARTMENT MEMORANDUM

To:

Lisa L. Kim From: Samuel Kim
Dept:

City Manager Dept: Public Works
Date: 8/11/2026

Subject: Approval of Amendment No. 4 to the agreement with Orange County Emergency Pet Clinic for emergency animal care services. (Cost: $7,000) (Action Item)

OBJECTIVE

To request City Council authorization to approve Amendment No. 4 to increase the contract with Orange County Emergency Pet Clinic (OCEPC) by $7,000 for Fiscal Year 2025 -26 emergency care services.

BACKGROUND

During the establishment of the Animal Care Services Program in 2016, agreements were developed with two local veterinary hospitals for animals needing emergency care. Any animals requiring emergency care outside of normal working hours are taken and treated at the Orange County Emergency Pet Clinic, which only operates during nights, weekends, and holidays.

DISCUSSION

OCEPC provides essential services: emergency, critical, and supportive care for sick, injured, and orphaned animals of all types brought in by Animal Control Officers and local residents.

On many occasions, rapid treatment and stabilization are crucial to help alleviate pain and suffering for animals in need of immediate medical care.

While requesting all invoices to be submitted from vendors to close out FY2025-26, the City recently received an email from OCEPC with numerous late invoices dating back to March of 2026 that will require a contract increase of $7,000 to cover these costs.

FINANCIAL IMPACT

There is no impact to the General Fund. Funds to cover this contractual increase will be covered through the Public Works FY2025-26 Animal Care Services operational budget.
