INTER-DEPARTMENT MEMORANDUM

To:

Lisa L. Kim From: Samuel Kim
Dept:

City Manager Dept: Public Works
Date: 8/11/2026

Subject: Approval of Amendment No. 8 to the contract with West Coast Arborist, Inc. for tree trimming and related maintenance services. (Cost: $150,000)(Action Item)

OBJECTIVE

For City Council to approve Amendment No. 8 with West Coast Arborist, Inc. (WCA) to: (1) extend agreement through June 30, 2027, and to (2) increase the contract from $440,000 to $590,000 – a $150,000 increase for tree trimming and related maintenance services.

BACKGROUND

The Tree and Flood Control Maintenance Section (Section) in the Public Works Department is responsible for maintaining 16,000 city trees with support provided by WCA under a five-year agreement. The current agreement includes a “piggy-back” provision, which enables the City to automatically renew annual contract extensions based on the lead agency’s execution of its contract. The lead agency for this agreement is the City of Rancho Cucamonga.

DISCUSSION

The City of Rancho Cucamonga has opted to extend its WCA contract through June 30, 2027 – a sixth-year contract term. To avoid any disruption in tree maintenance services and to streamline the procurement process, staff recommends entering into a sixth -year contract extension with WCA as well, lasting through June 30, 2027.

Further, the Section is currently operating with one (1) full-time vacant Senior Street Maintenance Worker, which is budgeted at $129,750 for Fiscal Year 2026-27. The proposed increase in WCA contractual services will be funded through salary savings realized while the position remains vacant. Any additional costs will be absorbed within the Section’s adopted operating budget. Therefore, n o additional appropriation is required for increase in WCA contractual services.

FINANCIAL IMPACT

No additional appropriation is required to approve Amendment No. 8 to the contract with West Coast Arborist. The additional contract authority of $150,000 will only be utilized if the Public Works Department realizes salary savings from temporary position vacanc ies. Any expenditures under the amendment will be funded from available salary savings within the Department's existing adopted operating budget.

RECOMMENDATION

It is recommended that the City Council:
 Approve Amendment No. 8 in the amount of $150,000 to extend the contract with West Coast Arborist, Inc. through June 30, 2027; increasing the total not- to-exceed contract compensation from $440,000 to $590,000; and  Authorize the City Manager , or designee, to execute Amendment No . 8 and make minor modifications as appropriate thereto on behalf of the City.
