INTER-DEPARTMENT MEMORANDUM

To:

Lisa L. Kim From: Samuel Kim
Dept:

City Manager Dept: Public Works
Date: 8/11/2026

Subject: Award a contract to Koppl Pipeline Services, LLC for on-call hot tapping and line stopping services. (Cost: Not to exceed $200,000)(Action Item)

OBJECTIVE

For City Council to award a contract to Koppl Pipeline Services, LLC for on -call hot tapping and line stopping services.

BACKGROUND

Hot tapping and line stopping are specialized services used to connect new water infrastructure or isolate sections of existing water mains while the pipeline remains in active service. These services are essential to the Water Services Division's ability to perform system improvements, emergency repairs, and infrastructure modifications without interrupting water service to customers. These services require specialized equipment and trained personnel, so the Water Services Division periodically requires on-call services from qualified contractors who can respond quickly to planned and emergency work.

In the last fiscal year, two (2) emergency purchase orders were issued for repairs to defective gate valves. Koppl Pipeline Services, LLC is a licensed, exp erienced contractor with demonstrated expertise in hot tapping and line stopping operations on municipal water systems. Staff is recommending to award a contract to Koppl Pipeline Services, LLC in the amount of $200,000 for the current fiscal year.

DISCUSSION

In an effort to procure these specialized services through a competitive process, staff issued two (2) Requests for Proposals (RFPs) in January and March; however, no responsive bids were received. Further competitive solicitation would be unproducti ve and not in the City's best operational interest. Therefore, staff recommends to dispense of the bidding process pursuant to Garden Grove Municipal Code Section 2.50.060 (G).

Following the failure of both competitive solicitations to yield proposals, the Water Distribution section initiated direct negotiations with qualified vendors in accordance with City Item 268/2026

procurement requirements and the option to negotiate a contract when two (2) competitive procurement methods were unsuccessful.

After outreach to qualified service providers, the Water Distribution section negotiated an agreement with Koppl Pipeline Services, LLC. The negotiated rates and contract terms were reviewed and determined to be fair and reasonable based on prevailing market conditions.

FINANCIAL IMPACT

The agreement has a not-to-exceed amount of $200,000 for the current fiscal year. Funding for the initial term is included in the City’s FY 2026–27 Water Fund operating budget. There is no impact to the General Fund.

RECOMMENDATION

It is recommended that the City Council:

 Approve dispensing of the bidding process pursuant to Garden Grove Municipal Code Section 2.50.060 (G);
• Award a contract to Koppl Pipeline Services, LLC for on -call hot tapping and line stopping services in the amount not-to-exceed of $200,000 for Fiscal Year 2026-27; and
• Authorize the City Manager, or designee, to execute the agreement on behalf of the City and to make minor modifications as appropriate thereto.
