Subject: Authorization for the issuance of a purchase order to Seavco DBA IRV Seaver Motorcycles for the purchase of nine new Police motorcycles. (Cost: $348,711) (Action Item)
OBJECTIVE
To secure City Council authorization to make a purchase of nine (9) new BMW police motorcycles from Seavco dba IRV Seaver Motorcycles through an existing contract with the City of Eastvale (piggyback from existing contract).
BACKGROUND
The Police Department has nine police motorcycles that currently meet the City’s guidelines for replacement and were approved through the FY 2026-27 budget process.
Per Municipal Code Section 2.50.060 (e), t he City’s purchasing policy allows for the participation in a piggyback process when the price and other terms are similar to those in a contract awarded for the same goods and/or services by another public agency or government purchasing cooperative organization based on a competitive process similar to the processes described in Garden Grove Municipal Code Section 2.50.100 (Formal Contract Procedure) or
2.50.110 (Open Market Procedure).
Invitation for Bid (IFB) number 25-121CS was solicited by the City of Eastvale for 2026 BMW R 1300 RT-P Police Motorcycle and states that public agencies may choose to use the terms of this c ontract or “ piggyback”, subject to vendor’s acceptance. Seavco dba Irv Seaver Motorcycles has agreed to allow the City of Garden Grove to piggyback off of this procurement from the City of Eastvale.
DISCUSSION
Efforts to obtain a quote from a local BMW motorcycle dealer were unsuccessful, as there are no BMW motorcycle dealers within the city limits. City staff recommends piggybacking off of a recent purchase order with the City of Eastvale for BMW police motorcycles which is located in the City of Orange.

The results of the bid process referenced above deemed Seavco dba Irv Seaver Motorcycles as the lowest responsive bidder.

* This price includes all applicable tax and destination charges.
FINANCIAL IMPACT
The cost to purchase nine (9) new BMW police motorcycles from Seavco dba IRV Seaver Motorcycles is $348,710.40. Funds have been budgeted in t he Fleet Management internal service fund. No additional appropriation is necessary. The surplus motorcycles will be sold at public auction, and proceeds will be deposited in the Fleet Management internal service fund.
RECOMMENDATION
It is recommended that the City Council:
Authorize to dispense of the bidding process per Municipal Code 2.50.060 (e); and
Authorize the Finance Director, or designee, to issue a purchase order in the amount of $348,710.40 to Seavco dba Irv Seaver Motorcycles for the purchase of nine (9) new Police motorcycles via a piggyback purchase based on City of Eastvale’s Invitation for Bid (IFB) 25-121CS unit pricing.
