To:

Lisa L. Kim From: Samuel Kim
Dept:

City Manager Dept: Public Works
Date: 8/25/2026

Subject: Confirmation of the contract termination with Tiger Construction, LLC, and subsequent award of contract to CT&T Concrete Paving, Inc. for on-call concrete construction, IFB No. S-1389. (Cost: Not to exceed $900,000 per year)(Action Item)

OBJECTIVE

To receive City Council app roval to confirm the termination of the contract with Tiger Construction, LLC, and award the On-Call Concrete Construction contract, IFB No. S-1389 to CT&T Concrete Paving Inc.

BACKGROUND

The Public Works Department utilizes an on-call concrete contractor to assist with the repair and replacement of sidewalks, curb and gutters, driveway approaches, wheelchair ramps and cross-gutters to reduce slip, trip, and fall claims. The repair of damag ed curbs and gutters will also help ensure proper storm and nuisance water drainage, which will aid in efficient storm-water movement and mosquito control.

The City conducted a competitive bidding process for Invitation for Bid, IFB No. S-1389 to Furnish A ll Labor, Material and Equipment for On -Call Concrete Construction at Various Locations. A total of nine (9) responsive bids were received. Van Engineering submitted the lowest bid; however, following the bid opening, Van Engineering requested to withdraw its bid. Tiger Construction, LLC was the next lowest responsive bidder and was subsequently awarded the contract. CT&T Concrete Paving, Inc. was the next lowest responsive bidder following Tiger Construction, LLC.

The agreement with Tiger Construction was scheduled to begin July 1, 2026, and was scheduled to remain in effect through June 30, 2028, with the option for three (3) additional one-year extensions.

DISCUSSION

Following award of the contract, City commenced meetings with Tiger Construction representatives to review the contract requirements, work expectations, staffing, equipment, Item 355/2026

traffic control, scheduling, and procedures for completing assigned work. However, City staff determined that it was going to be difficult to coordinate the City’s work with the contractor and opted to terminate the contract for convenience per Section 4.18.1 of the contract.

To avoid further delays in the City’s concrete repair program, staff recommends awarding the contract to CT&T Concrete Paving, Inc., the next lowest responsive bidder from the original IFB No. S-1389 competitive bidding process.

CT&T Concrete Paving, Inc. has previous experience performing concrete construction services for the City’s concrete repair program, standards, and work requirements.

Awarding the contract to CT&T will allow the Public Works Department to continue addressing the City’s backlog of concrete repairs and minimize disruption to scheduled maintenance activities and yearly slurry seal projects.
