Subject: Authorization for the issuance of a purchase order to Advanced Healthstyles Fitness Equipment, dba Advanced Exercise, to purchase fitness equipment for the Police Department (Cost: $67,864)(Action Item)
OBJECTIVE
To seek City Council approval to purchase additional fitness equipment from Advanced Healthstyles Fitness Equipment, dba Advanced Exercise, through the Sourcewell Cooperative Purchasing Program Contract #052324 -LFF to complete the Ga rden Grove Police Department's Officer Wellness and Fitness facility.
BACKGROUND
The Garden Grove Police Department previously received funding through the California Board of State and Community Corrections (BSCC) Officer Wellness and Mental Health Grant Program, with the purpose of improving officer wellness and expand ing access to mental health resources for law enforcement personnel. The Department utilized a portion of those grant funds to purchase the initial phase of fitness equipment, thus establishing a modern exercise facility for Department members.
The proposed purchase represents the second and final phase of the Department's fitness center improvements. This additional equipment will complete the fitness facility by providing officers and professional staff with a comprehensive range of strength and conditioni ng equipment necessary to support a wide variety of fitness programs and training needs.
DISCUSSION
Law enforcement is a physically and mentally demanding profession that requires officers to make critical decisions under stressful and often dangerous co nditions. Numerous studies have shown that regular physical exercise contributes significantly to improved mental health by reducing stress, anxiety, depression, and fatigue while improving resilience, sleep quality, cognitive function, and emotional well-being.

Physical fitness also plays a critical role in officer safety and performance. Officers who maintain a higher level of physical conditioning are better prepared to respond to critical incidents, physically demanding calls for service, foot pursuits, rescue operations, and other situations requiring strength, endurance, and agility. Additionally, regular exercise helps reduce work -related injuries, improves recovery, and contributes to long -term career longevity.
The Department has made officer wellness a priority by providing resources that support both physical and mental health. The first phase of the fitness center improvements established the foundation for an enhanced wellness program. This second phase will complete the facility by providing additional equipment that accommodates a broader range of fitness programs for officers and professional staff, encouraging regular exercise, and healthier lifestyles.
Advanced Healthstyles Fitness Equipment, d ba Advanced Exercise, is an authorized commercial reseller for Life Fitness equipment through the Sourcewell Cooperative Purchasing Contract #052324-LFF. The cooperative purchasing contract satisfies the City's procurement requirements under Garden Grove Municipal Code Section 2.50.060(E), allowing th e City to utilize the competitively bid contract without conducting a separate bidding process.
Advanced Exercise will provide delivery and installation of the equipment.
FINANCIAL IMPACT
Funding for the purchase of the fitness equipment is included in the Police Department’s FY 2026-27 operating budget, Fund 202. There will be no impact to the General Fund.
RECOMMENDATION
It is recommended that the City Council:
Authorize the use of Life Fitness's Sourcewell Cooperative Purchasing Contract #052324-LFF to forego the competitive bidding process per Garden Grove Municipal Code Section 2.50.060(E); and
Authorize the Finance Director, or designee, to issue a purchase o rder to Advanced Healthstyles Fitness Equipment, dba Advanced Exercise, in the amount of $67,863.99 for the purchase, delivery, and installation of additional fitness equipment.
