CONTRACTOR QUALIFICATIONS
● Scale & experience: CCS provides janitorial services to over 1,500 local government facilities nationwide and employs approximately 750 staff in Orange County.
● Current Orange County police department contracts: City of Fullerton, City of Rialto, City of Laguna Beach, City of Westminster, and City of Costa Mesa.
● Notable public safety references: San Bernardino County Sheriff's Office, Denver Police Department (80+ facilities), and Adams County, CO Detention Center — each requiring CJIS/LiveScan-cleared staff. ● Performance history: all three references contacted in Exhibit G document continuous service with no terminations for cause.
FACILITY SECURITY & SAFE TY COMPLIANCE
● Background clearance: every Public Safety Building-assigned employee completes DOJ/FBI LiveScan fingerprinting and City/GGPD background clearance before assignment; non-cleared individuals are replaced, not exempted. ● CJIS Security Awareness Training: certified before an employee's first day of service and refreshed annually, per FBI CJIS Security Policy.
● Signed confidentiality agreements: required for every employee and subcontractor before facility access, executed at the entity level at contract award.
● Restricted-area access: Armory, SWAT, Property & Evidence, and IT/Server areas are cleaned only on a scheduled, PD -escorted basis
