INTER-DEPARTMENT MEMORANDUM

To:

Lisa L. Kim From: Samuel Kim
Dept:

City Manager Dept: Public Works
Date: 9/8/2026

Subject: Authorization for the issuance of a purchase order to Access Rentals & Sales for the purchase of an articulating boom lift for PFAS Water Treatment Operations. (Cost: $60,035)(Action Item)

OBJECTIVE

To receive City Council approval for the purchase of one (1) new articulating boom lift , through a Sourcewell competitive bid program , for the Water Division to support PFAS operations and maintenance at water sites.

BACKGROUND

The City's PFAS treatment vessels require periodic inspection and media replacement every three to five years and required maintenance or repair of various appurtenances. Staff has relied on temporary scaffolding or short-term aerial lift rentals — both carry fall-hazard risk, vendor lead-time dependency, and recurring rental costs.

An articulating boom lift's jointed reach clears vessel walls and overhead obstructions more effectively than a telescopic boom or scissor lift, and its compact footprint suits tight pump rooms — extending its use beyond PFAS system servicing to general facility mai ntenance.

Purchasing the unit eliminates reliance on temporary scaffolding and reduces fall -hazard exposure for maintenance crews. Currently, the Water Services Division operates and maintains four PFAS treatment sites, with an additional four sites schedu led for startup by 2028.

DISCUSSION

Sourcewell nationally solicits, evaluates and awards contracts through a competitive bid process. As a member of Sourcewell, the City is able to utilize bid awards for vehicle and equipment purchases. Staff recommends dispensing of the bidding process per Municipal Code 2.50.060 (E) and piggybacking on the results of a recent Sourcewell competitive bid program, contract #020923-TER. The results deemed All Access Rentals & Sales as the lowest responsible bid. Staff received a quote for one (1) new 2026 Genie Z-34/22 Articulating Boom Lift in the amount of $60,034.88 with a lead time of 15 weeks.
