Are we producing LV plans? I think we should produce the plans as discussed and remove any duplicated items that are on the bid instructions. I thought the allowances were going to be for LV, security, and AV equipment so that money could be captured in the budget and included in the funding of the project.
Do we have approval of the add service? I need to get started on this soon.

Subject: RE: Gardena Aquatic & Senior Center Project - Potential Security Camera Locations for future Electrical subs always want to exclude the low voltage work, and Low-Voltage subs want to exclude the infrastructure for their devices. So, we definitely should include conduits, j-boxes, cables, and terminated connections for the A/V systems, and j-boxes with cover plates and any conduits needed for the future camera/security devices. Backing plates and any other misc. accoutrements should also be captured somewhere as well - Either by amending existing bid line items or adding new bid lines get added to the list. 475 Goddard, Suite 200 | Irvine, California 92618 | p. 949.753.7070 | www.ninyoandmoore.com November 20, 2023

RECOMMENDATION AND STAFF SUMMARY:
In response to the Los Angeles Reginal Water Quality Control and its Water Code Section 13383 Order, the City of Gardena Statewide Trash Provisions Implementation Plan was prepared and submitted in 2017.
The first two out of five phases of the implementation was completed by 2017 and installed 189 Connector Pipe Screens (CPS) and/or Automatic Retractable Screens (ARS) out of 795 total catch basins in the City of Gardena. Subsequently, staff has prepared this third phase of the implementation plan and will be required to complete the remaining two phases by the year 2025.
This Phase of Storm Drain Debris Screens Project will install 211 Connector Pipe Screens (CPS) in catch basins throughout the City. CPS units are designed to prevent trash from getting to the ocean by capturing them at each catch basins. 179 of the catch basins belong to Los Angeles County Department of Public Works. Therefore, a permit is required for the installation. The remaining 32 catch basins belong to the City. The 211 catch basins were identified based on the priority land use characterizations (density level) as required by the Statewide Trash Provisions.
In October 2023, a bid request was published in CR Planwell, Gardena Valley News and the City website and the following one (1) bid was received on November 8, 2023:

iii
MODIFICATIONS AND ALTERNATIVE PROPOSALS
Unauthorized conditions, limitations, or provisions attached to the Proposal will render it informal and may be grounds for its rejection as non-responsive. The completed Proposal forms shall be without interlineations, alterations, or erasures. Alternative proposals will not be considered unless specifically requested. Oral, telegraphic, or telephonic proposals or modifications will not be considered.
DISCREPANCIES IN PROPOSALS
In the event there is more than one bid item in a Bidding Schedule, the bidder shall furnish a price for all bid items in the Schedule, and failure to do so will render the Proposal informal and may be grounds for its rejection as non-responsive. The bidder shall state in words and figures the unit prices or the specific sums as the case may be, for which it proposes to supply the labor, materials, supplies, or machinery, and completely perform the Contract. The total amount of each item bid and the total amount of the bid shall be stated in words and figures.
In case of any discrepancy between the words and the figures, the words shall prevail. If the unit price and the total amount named by a bidder for any items are not in agreement, the unit price alone will be considered as representing the bidder's intention and the total will be corrected to conform thereto.
PROPOSAL GUARANTEE – BIDDER’S SECURITY
Each bidder shall submit with his Proposal cash, an unconditional certified or cashier's check, or a bidder's bond, in the sum of the percentage of the bid stated in the Notice Inviting Bids, payable to the City as a guarantee that the bidder will, if its Proposal is accepted, execute the Contract and furnish a satisfactory Faithful Performance Bond, a satisfactory Payment Bond and insurance certificates as specified herein.
If a bidder to whom an award is made, fails or refuses to sign the Contract or furnish the required bonds and certificates, all within the time stated in Section 2-1.5 of the Special Provisions herein, the funds represented by said cash, check or bidder's bond shall be forfeited and become and remain the property of the City; the amount thereof being agreed to by the bidder and the surety as a bid bond forfeiture due the City because of the delay in the execution of the Contract and in the performance of work thereunder, resulting from such failure or refusal, except that if the City awards the contract to the next lowest responsive responsible bidder, only that portion of the bidder's security equal to the difference between the two bids will be forfeited.
A Bid Bond must be obtained from a corporate surety authorized to do business as such in the State of California as an “admitted surety insurer” and shall be on the form furnished by the City or one substantially in conformance with it. Certified or cashier's checks must be drawn on a solvent state or nationally chartered bank or branch thereof in the State of California. The liability of the City in connection with the checks shall be limited to the return of the checks (without interest) as provided in Section 2-1.6 of the Special Provisions bound herein. iv
DISQUALIFICATION OF BIDDERS
A person, firm, or corporation shall NOT be allowed to make or file, or to be interested in, more than one bid, except an alternative bid when specifically requested; provided, however, a person, firm, or corporation who has submitted a sub-proposal to a bidder submitting a Proposal, or who has quoted prices on materials to such bidders, is not thereby disqualified from submitting a sub-proposal or from quoting prices to other bidders submitting proposals, or from submitting a Proposal as a prime contractor. Similarly, failure to comply with the registration requirements of Labor Code Section 1725.5, as further described in the Notice Inviting Bids, will disqualify a bidder.
ADDITIONAL REQUIREMENTS
The bidder's attention is directed to the Special Provisions and Technical Provisions bound herein for additional requirements of the Proposal and Contract Documents.
CONTRACT DOCUMENTS
Contract Documents are to be submitted within twenty-one (21) calendar days AFTER award of contract. Unless extended by agreement of the City, failure to timely submit executed Contract Documents may be grounds for rejecting the bid award and forfeiture of the bid security. CERTIFICATION REGARDING DEBARMENT, SUSPENSION, INELIGIBILITY AND VOLUNTARY EXCLUSION – PRIMARY COVERED TRANSACTIONS
(Continued)
INSTRUCTIONS FOR CERTIFICATION
1. By signing and submitting this proposal, the prospective primary participant is providing the certification set out below.
2. The inability of a person to provide the certification required below will not necessarily result in denial of participation in this covered transaction. The prospective participant shall submit an explanation of why it cannot provide the certification set out below. The certification or explanation will be considered in connection with the department or agency's determination whether to enter into this transaction. However, failure of the prospective primary participant to furnish a certification or an explanation shall disqualify such person from participation in this transaction.
3. The certification in this clause is a material representation of fact upon which reliance was placed when the department or agency determined to enter into this transaction. If it is later determined that the prospective primary participant knowingly rendered an erroneous certification, in addition to other remedies available to the Federal Government, the department or agency may terminate this transaction for cause or default.
4. The prospective primary participant shall provide immediate written notice to the department or agency to which this proposal is submitted if at any time the prospective primary participant learns that its certification was erroneous when submitted or has become erroneous by reason of changed circumstances.
5. The terms "covered transaction," "debarred," "suspended," "ineligible," "lower tier covered transaction," "participant," "person," "primary covered transaction," "principal," "proposal," and "voluntarily excluded," as used in this clause, have the meanings set out in the Definitions and Coverage sections of the rules implementing Executive Order 12549. You may contact the department or agency to which this proposal is submitted for assistance in obtaining a copy of those regulations (13 CFR Part 145).
6. The prospective primary participant agrees by submitting this proposal that, should the proposed covered transaction be entered into, it shall not knowingly enter into any lower tier covered transaction with a person who is debarred, suspended, declared ineligible, or voluntarily excluded from participation in this covered transaction, unless authorized by the department or agency entering into this transaction.
7. The prospective primary participant further agrees by submitting this proposal that it will include the clause titled "Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion-- Lower Tier Covered Transactions," provided by the department or agency entering into this covered transaction, without modification, in all lower tier covered transactions and in all solicitations for lower tier covered transactions.
8. A participant in a covered transaction may rely upon a certification of a prospective participant in a lower tier covered transaction that it is not debarred, suspended, ineligible, or voluntarily excluded from the covered transaction, unless it knows that the certification is erroneous. A participant may decide the method and frequency by which it determines the ineligibility of its principals. Each participant may, but is not required to, check the Nonprocurement List.
9. Nothing contained in the foregoing shall be construed to require establishment of a system of records in order to render in good faith the certification required by this clause. The knowledge and information of a participant is not required to exceed that which is normally possessed by a prudent person in the ordinary course of business dealings.
10. Except for transactions authorized under paragraph 6 of these instructions, if a participant in a covered transaction knowingly enters into a lower tier covered transaction with a person who is suspended, debarred, ineligible, or voluntarily excluded from participation in this transaction, in addition to other remedies available to the Federal Government, the department or agency may terminate this transaction for cause or default.

Bidders shall read the specifications, review the drawings and examine the existing facilities to fully understand the project in order to plan for the improvements as shown in the contract, including local condition, uncertainty of weather and all other contingencies.
Bidders shall satisfy themselves by personal examination of the proposed work sites, and by such other means as they may choose as to actual conditions and requirements and as to the accuracy of the quantities stated in the Proposal forms. Information derived from the maps, plans, specifications, profiles, drawings, or from the Engineer/Architect of the record, shall not relieve the bidder of this responsibility, and the interpretation of the data disclosed by borings or other preliminary investigations is not guaranteed nor is any liability assumed by the Agency. 1-7.4 Interpretation of Drawings and Documents. If a prospective bidder is in doubt as to the true meaning or intent of any part of the Contract Documents including the Specifications, or discovers discrepancies in, or omissions from, the Specifications or Drawings, he may submit to the Engineer a written request for an interpretation or a correction thereof. Interpretations or corrections of the Contract Documents including the Specifications and Drawings, shall be made only by addendum duly issued by the Engineer, and a copy of such addendum will be sent by certified mail, postage prepaid, or delivered to each person receiving a set of the Contract Documents whose address is known to the Engineer and such addendum shall be considered a part of and incorporated in the Contract Documents. 1-7.5 Award of Contract. After the Proposals have been publicly opened and read aloud, they will be checked for accuracy and compliance with all provisions as specified herein.
The Agency reserves the right to reject any or all bids and to waive any informality or irregularity in any bid received and to be the sole judge of the merits of the respective bids received.
Bids subsequently shown to be mathematically unbalanced would be rejected as GP-3
nonresponsive.
A mathematically unbalanced bid is one containing lump sum or unit bid items which do not reflect reasonable actual costs plus a reasonable proportionate share of the bidder’s anticipated profit, overhead costs, and other indirect costs, which he/she anticipates for the performance of the items in question.
“A bid is mathematically unbalanced if the bid is structured on the basis of nominal prices for some work and inflated prices for other work; that is, each element of the bid must carry its proportionate share of the total cost of the work plus profits.” “A bid is materially unbalanced if there is a reasonable doubt that award to the bidder submitting the mathematically unbalanced bid will result in the lowest ultimate cost to the Government.
Consequently, a materially unbalanced bid may not be accepted.” Award of the Contract, if it be awarded, will ordinarily be made by the Agency within 30 days after opening of the bids. Award will be made to the lowest responsive responsible bidder.
In selecting the lowest responsive responsible bidder, consideration will be given to the general competency of the bidder for the performance of the work covered by the proposal. To receive favorable consideration, a bidder may be required to present evidence that he has successfully performed similar work of comparable magnitude or submit other evidence satisfactory to the Agency that he or his associates are competent to manage the proposed undertaking and to carry it forward to a successful conclusion. Professional integrity and honesty of purpose shall be essential requirements. A showing of adequate financial resources may be required but will not alone determine whether a bidder is competent to undertake the proposed work.
Only manufacturers or contractors of established reputation, or their duly authorized dealers or agency, having proper facilities for the manufacture of the materials or equipment and for servicing same, or for proper execution of the work called for in the contract, will be considered in making the award.
1-7.6 Execution of Contract. A bidder whose proposal is accepted shall properly sign a written contract with the Agency on the form attached hereto and return said contract together with good and approved bonds and insurance certificates as required by the Contract Documents within twenty-one (21) calendar days from the date of the mailing of a notice from the Agency to the bidder, according to the address given by him, of acceptance of his proposal.
Contract bonds and certificates of insurance, if required, shall be filed in all instances before delivering any equipment, materials, or performing any work under the contract; also before any purchase order shall be issued. An executed Power of Attorney form shall be submitted with all contract bonds herein specified.
If a bidder whose proposal is accepted fails or refuses to enter into a contract as herein provided, or to conform to any stipulated requirement in connection therewith, the money represented by his check or bidder’s bond shall be refunded less the difference between the low bid and the bid of the bidder with whom the Agency enters into an agreement in accordance with the provisions of the Public Contracts Code Section 20174. At the discretion of the Agency, an award may be made to the bidder whose proposal is next most acceptable to the Agency, and such bidder and his surety shall fulfill every stipulation embraced herein as if he were the party to whom the first award was made.
A corporation to which an award is made may be required before the contract is finally signed to furnish evidence of its corporate existence, of its right to do business in California and of the authority of the officer signing the contract and bonds for the corporation to so sign.

The checks or bid bonds of the second and third lowest bidders will be returned when the bidder to whom the contract has been awarded has properly executed all of the required Contract Documents. Check or bid bonds of other bidders will be returned when their proposals are rejected or in any event at the expiration of forty-five (45) days from the date of opening bids.

TO: THE HONORABLE MAYOR AND MEMBERS OF THE GARDENA CITY COUNCIL AGENDA TITLE: Approve Microtransit Pilot Service Concept COUNCIL ACTION REQUIRED:
Staff Recommendation: Approve Pilot
RECOMMENDATION AND STAFF SUMMARY:
In 2017 GTrans hired Stantec Consulting Service, Inc. to conduct a comprehensive Line by Line Analysis of fixed route and Special Transit (Paratransit) Service. The purpose was to provide an in-depth study of GTrans’ system, evaluating the overall structure and delivery of transit services. The analysis considered the performance of the current transit network and provided an assessment of areas where GTrans could make improvements and efficiencies that would benefit the overall network and its customers. Stantec provided recommendations designed to be implemented in a phased approach, in an effort to improve the system and maintain a more cost effective, sustainable operation.
Out of this study came a series of phased recommendations, including the recommendation to consider software-as-a-service and Microtransit on-demand service for its Paratransit service, to provide a short distance transit option with greater flexibility and convenience for the rider.
The study also discussed the need for further evaluation of Line 4, and whether improvements and/or significant changes should be made to better serve our community. Recommendations for Line 4 included incorporating smaller vehicles to access residential areas and shopping plazas, and to target the senior population and major points of interest. Both of these recommendations can be accomplished through the deployment of a new Microtransit service, a flexible, demand-responsive transportation service that integrates technology enabled software for on-demand trip planning on smaller vehicles, similar to Uber and Lyft, in order to provide customers with greater accessibility and connectivity throughout the city.
After researching and soliciting a final bid, GTrans awarded a contract to RideCo for ondemand Microtransit software as approved by the City Council on June 27, 2023. This new software will allow GTrans to comingle the on-demand Microtransit service with its current Paratransit service and transform the current service using a fully automated scheduling and dispatching solution and providing additional features such as booking via website and smartphone applications.
GTrans proposed plan for the pilot is discussed in more detail in the attached Agenda Staff Report.
Therefore, GTrans Staff respectfully recommends that Council approves this 18-month pilot service.
FINANCIAL IMPACT/COST:
The additional costs, estimated at $638,492 were included in the FY24 operating budget previously approved by City Council. Subsequent years of the pilot will be included in the proposed budget for consideration. There is no impact to the General Fund.

AGENDA TITLE:
Approve Microtransit Service Pilot Concept
RECOMMENDATION:
Staff respectfully recommends that Council approve proposal for GTrans’ 18-month Pilot for Microtransit Service Concept.
BACKGROUND:
Their work included outreach to the public, surveys, and on-board ride counts.
Both of these recommendations can be accomplished through the deployment of a new Microtransit service, a flexible, demandresponsive transportation service that integrates technology enabled software for on-demand trip planning on smaller vehicles, similar to Uber and Lyft, in order to provide customers with greater accessibility and connectivity throughout the city. This review and consideration included GTrans’ own trip counts and performance data.
After researching and soliciting a final bid, GTrans awarded a contract to RideCo for on-demand Microtransit software as approved by the City Council on June 27, 2023. This new software will allow GTrans to comingle the on-demand Microtransit service with its current Paratransit service and transform the current service using a fully automated scheduling and dispatching solution and providing additional features such as booking via website and smartphone applications.

In addition, there would be a benefit to combining the Microtransit service with both Paratransit and general public customers, increasing mobility in and around the City of Gardena.
Fixed Route – Line 4
As part of Stantec’s analysis of GTrans service and their recommendations to improve service and efficiencies, Line 4 was identified as a low performing and costly route. Prior to the pandemic, Line 4 operated on weekdays at approximately 45-minute frequencies. Line 4 served local destinations along Normandie Ave between 135th St and 182nd St, as well as school tripper service and the northern end of El Camino College at Crenshaw Blvd and Manhattan Beach Blvd. Line 4 received an average boarding of about 450 passengers per day and an average of 20 boardings per hour, pre-pandemic. Most trips throughout the day ranged around 14 total boardings, with a few peak-hour trips operating with high ridership around school start and dismissal times. By comparison, GTrans’ most productive route pre-pandemic, Line 2, had an average of 6,241 daily passengers, an average of 35 boardings per hour, and a peak load of 65 passengers on weekdays.
Since the pandemic began in 2020, service on Line 4 was temporarily suspended. This modified schedule continues to remain effective due to continuing manpower shortages being experienced nationwide across multiple transit agencies. GTrans has been increasing its recruiting efforts and reevaluating Line 4’s ridership trends to find ways to restore service given the current demand and available resources. Line 4 service accounts for only 3% of the systemwide ridership.
Although Line 4’s role was envisioned to a community circulator route that provides access to local destinations, this route’s popularity is limited by its service frequency, indirect routing, and lack of connections to neighboring cities and transit agencies. By providing on-demand mobility through a new Microtransit service, GTrans will be able to provide coverage solutions, and allow access to major points of interest, while elevating the passenger experience. GTrans will further study Line 4 to determine if, in fact, the mobility needs of the community are provided through this new, flexible Microtransit service.
Proposed Service Concept
The Microtransit Pilot Service branded “Flexi, Powered by GTrans”, will focus on the use of ondemand Microtransit software and service as an effective alternative transportation method in geographies served by underperforming Line 4 and Paratransit service. By implementing Flexi, GTrans envisions a new service that will enable an efficient, fully automated scheduling, dispatching and reservation system that would comingle with its current paratransit service, as well as provide an alternate to riders who used Line 4. All Flexi customers will be able to book a reservation via the website, smart phone application or by calling GTrans customer service.
An added benefit to using the automatic dispatching software is that GTrans will be able to offer same day booking for both On-Demand and Paratransit passengers. We often have customers calling for same day services, and we cannot currently accommodate them. By utilizing this new system, we will be able to accommodate those same day requests and in a timely manner.
GTrans anticipates launching this service with a fleet of five Paratransit vehicles, some of which will be newly purchased. These new vehicles will replace already existing vehicles in our fleet that have far surpassed the end of their useful life of eight years. All vehicles will be ADA accessible and will be equipped to facilitate the use of TAP and cash payments.
Service Details
Between April and July of 2018, as part of the Stantec analysis of our services, GTrans held several community meetings to meet with current riders and get their feedback and opinion, this included our current Paratransit riders. In addition to these meetings, Stantec performed onboard surveys with our customers. The results of these conversations and surveys were that there was 95 percent overall satisfaction with the service. When asked about ways to improve the service, the two factors mentioned were wanting longer service hours and more service into Torrance.
As a result of this feedback, Flexi will be operating a total of 106 more hours a month than our current Paratransit service, the new service hours and fares are listed below.
Service Hours

In terms of our service area, the existing Paratransit service does travel outside the service area to a limited number of satellite locations on specific days. During the pandemic, GTrans eliminated or reduced frequency traveled to some of these locations due to a lack of drivers or customer demand. As we designed the Flexi service, we also received feedback from customers that there was a need to visit Torrance satellite locations more frequently, including the Del Amo Mall. This will be accomplished by providing service to the Del Amo mall on Tuesdays and Thursdays, as well as adding a Torrance location to our every Saturday service. Flexi service for on-demand, non-paratransit customers will be limited to locations within the City of Gardena.

Goals and Metrics
The primary goals for the new service are to provide a safe, reliable more cost-effective service for our current Paratransit users as well as better community access for residents and visitors to the City of Gardena, including those customers who used GTrans Line 4. This includes accommodating both scheduled and spontaneous passenger boarding in lower demand areas.
In an effort to streamline how we schedule and dispatch rides we will integrate on-demand trip planning and technology into GTrans service delivery.
To alleviate cost and help reduce the amount of vehicles on the roads we hope to replace shortdistanced, local, single-occupancy vehicle trips with alternative transit or shared vehicle options for riders.
We are also looking to provide an updated and efficient paratransit service for our senior and disabled community.
Service Metrics for Evaluation
The pilot will be conducted over 18 months. After a year of data, GTrans will evaluate the effectiveness of the new service, using several transit industry benchmarks. These metrics include the efficiency of the service and the effectiveness and quality of service we are providing. Below are some examples of how we will track those areas:
1. Service Efficiency
a. Percent of Total Shared Rides
b. Vehicle Cost per Hour
c. Ridership – Hourly, Daily, Monthly
2. Service Effectiveness
a. Overall Passengers per Vehicle Hour (PVH)
b. Total Completed Rides
3. Service Quality

Outreach
The introduction of any new service constitutes a change for our customers, which can be a challenge. Especially for our Paratransit passengers, we understand that adapting to new features, vehicles and drivers can be difficult to navigate. In anticipation of this, we have developed a comprehensive plan to not only announce the service to the general public, but also to contact our current Paratransit users and the Senior population of Gardena to make sure they understand these changes.
GTrans engaged Arellano and Associates to lead our outreach efforts to make this transition as smooth as possible. Outreach meetings will include an introduction to the service, information on how to create profiles in the new system, introduction to the new vehicles, and general questions and answers. To make the transition easier, we intend to deploy the service first to only the Paratransit customers before we introduce the general public, providing ample time and assistance to our customers who may need some additional help.
Meetings with our Paratransit riders and Paratransit eligible members of the community are already underway and detailed below. Once the service is introduced to our Flexi Paratransit customers, we will deploy our marketing and outreach campaign for the Flexi On-Demand customers as well. These meetings were designed to both provide information and education to both existing customers and non-customers. For existing customers, GTrans provides transportation to and from the meetings. To date we have held four meetings with our Paratransit customers and senior population, with another eight meetings planned before launch. Future meetings will include locations in Hawthorne, as well additional meetings at Gardena’s Rowley Park and Nakaoka Center, etc.
• November 28th customer meeting at Nakaoka Community Center • December 4th meeting with the seniors of the Second Time Around Senior Club at Rowley Park.
• December 4th customer meeting at Nakaoka Community Center. • December 5th Senior Lunch at Nakaoka, including customers and non-customers.
During these meetings we heard that many customers were concerned that they would no longer be able to call to reserve their ride, but we assured them that this option will not be eliminated.
There was also concern over having to share a ride with the general public, and we assured them that all of the same safety precautions our operators take on our fixed route service would be in effect for Flexi service. We heard that customers are looking forward to the added service hours and same day booking options. We will continue to meet with the senior populations to ease any worries on how to utilize the new Flexi service.
In terms of outreach for the on-demand customers, the plan includes additional community meetings that partner with the City’s established Neighborhood Watch meetings and take advantage of the many City events in which GTrans already participates. The campaign will also include, print and digital advertising, advertising on social media, collateral on the (Take-Ones and Car Cards), meetings and outreach to local partners and businesses, on our website, and through two videos developed by our software vendor, RideCo.
Next Steps
1. Work with the City of Hawthorne and LA County to renegotiate service contracts to reflect the new service parameters.
2. Receive our first two new vehicles and will outfit them with the new Flexi livery.
3. Hire new Flexi Dispatcher and new Flexi Operator positions to cover extended service hours.
4. Conduct training (software and operational) with new Flexi team beginning in February 2024.
5. Deploy a partial launch of Flexi with our Paratransit customers in late February.
6. Deploy full launch of service to all parties at the end of April 2024.
7. Evaluate the success of service following 12 months of the 18-month pilot.
8. Provide results to Council in the Spring of 2025 to determine the future of the service.
Service and Cost Comparison
The pilot period for the Flexi Microtranist service is 18 months. Flexi service will nearly triple the service hours provided under the current Paratransit service, as it will now be available for customers with a greater daily service span and on Saturdays. With the additional service hours provided, an increase in cost of $638,492 is estimated, or 67 percent. Despite the increased cost, the combining of both Paratransit and On-Demand trips results in a lower estimated cost per passenger, from $61.70 to $52.50, or roughly 18 percent. A comparison of the existing and proposed service is shown below.

IN CONCLUSION,
Flexi service will provide solutions for two areas of operations that have had high operating costs and low performance for GTrans. We also believe that this new service will be beneficial to our current Paratransit customers as it will provide more hours of service and the opportunity for same day bookings, providing more options for events, outings, and appointments. Our goal is to provide our customers of Paratransit, those who utilize Line 4, as well as new customers, with a convenient, safe and fast way to travel within our City. This service may not only increase our ridership but also increase the ways citizens access our City and its many businesses and activities.

TO: THE HONORABLE MAYOR AND MEMBERS OF THE GARDENA CITY COUNCIL AGENDA TITLE: Approve Purchase of Two Electric Microtransit Vans for a Total of $301,904 and a Program Total of $332,094
COUNCIL ACTION REQUIRED:
Staff Recommendation: Approve Purchase
RECOMMENDATION AND STAFF SUMMARY:
In preparation for GTrans' new On-Demand, Microtransit service, GTrans wishes to purchase new, ADA accessible vans that will replace aging minivan vehicles in the fleet. To operate this service, GTrans intends to replace four of its existing vans with new vehicles. In July of 2023, Council approved the purchase of two Braun Ability ProMaster 3500 gasoline vans, which are scheduled to arrive by the end of the year. GTrans is now ready to purchase two (2) batteryelectric vans, in keeping with GTrans desire to eventually transition to a fully electric fleet.
Staff brought several types of these vehicles on-site to allow GTrans' operations, maintenance and administrative staff an opportunity to sit in the seats, inspect the engine, and test wheelchair accessibility and access, etc. Ultimately, staff settled on two types of vehicles: the Braun Ability ProMaster 3500 gasoline van, and the Ford E-Transit Electric passenger van.
The E-Transit vans are now available for purchase.
GTrans will purchase two, Class Z1- Ford E-Transit Gamechanger vans. The E-Transit Gamechanger van is a modified Ford OEM chassis with an electric motor and rear wheel drive. The vehicle has a 68 kWh battery pack under the floor, can seat between six and eight passengers and allows up to two wheelchair positions, depending on the seating configuration. These vehicles provide more seating and space than the current minivans now used in GTrans' Special Transit service. The purchase will include installation of a ninecamera, on-board surveillance system, which will be connected with GTrans' current system on the rest of the fleet of buses, vans and trolleys. Among many of the new features, the vehicles will include backup cameras and a Seat Link system. Once purchased, GTrans will arrange for the installation of a new livery and GTrans-specific signage and decals.
GTrans is a member of the California Association for Coordinated Transportation (CALACT) and thus able to participate under an assignment clause with options authorized by CALACT/Morongo Basin Transit Authority (MBTA) under their joint procurement for Accessible Transit/Paratransit Vehicles Contract No. 20-01 Class Z from Creative Bus Sales (d.b.a.
Model1). For two vehicles and associated equipment, the cost is $301,904 inclusive of sales tax and fees. GTrans also wishes to include a 10 percent contingency, or $30,190, to account for any unforeseen changes, only to be approved in advance by GTrans staff.
Therefore, staff respectfully recommends that Council authorize the purchase of two vehicles from Creative Bus Sales (d.b.a. Model1) for the cost of $301,904, and a program total of $332,094 which includes a 10 percent contingency.
FINANCIAL IMPACT/COST:
GTrans has local capital funds available and designated for the purchase of these vehicles, and included in FY24 capital budget previously approved by the City Council. There is no impact to the General Fund.
