RECOMMENDATION
Staff recommends that the City Council provide direction on the selection and appointment of members for the Landlord/Tenant Ad-Hoc Committee. Council may also appoint members to the Committee at this meeting.

BACKGROUND
At its meeting on August 24, 2021, the City Council approved the implementation of a Landlord/Tenant Ad-Hoc Committee (Ad-Hoc Committee). The intent of the Ad-Hoc Committee is to provide for citizen input on and participation in landlord/tenant rental housing issues in the City of Glendale.

In addition to identifying a mission and assigning a work plan for the Ad-Hoc Committee, the City Council established other parameters including meeting frequency, term, public comment opportunities, composition of the Ad-Hoc Committee, and the solicitation of potential members to consider for appointment. The parameters identified by the City Council are summarized below.

Mission:

The mission/task of the Ad-Hoc Committee is to serve as a conduit for citizen input, gathering, analyzing and recommending options on Glendale landlord/tenant rental housing issues to the City Council for future consideration.

Work Plan:

The Work Plan of the Ad-Hoc Committee is to:
• Review the Rental Rights Programs and recommend changes to enhance the ordinance, if needed;
• Discuss and develop best practices for education and marketing on landlord/tenant issues in Glendale; and
• Discuss and evaluate a voluntary dispute resolution program for landlords and tenants.

Term:

The term of the Ad-Hoc Committee is 12 months, starting from the time of the first meeting.

Meeting Frequency, Dates/Times, and Venue:

Meetings will take place on a monthly basis, on the fourth Wednesday of the month, and will begin at 6PM. This will allow 12 meetings of the Ad-Hoc Committee for the year. Like other City Commission meetings, the Ad-Hoc Committee will be subject to COVID protocols and meetings will take place online, via WebEx video conferencing, until further notice. Meetings will be broadcasted by GTV6 staff.

Stipend:

Ad-Hoc Committee members will be provided a stipend of $50 per attended meeting for 4 of 104
3 1

5 0
the duration of their term on the Ad-Hoc Committee.

Facilitator:

A professional facilitator will be contracted to lead the Ad-Hoc Committee in their work.

This would preclude the need for a committee chair to be appointed from the group. The selection process for a facilitator is in its final stages and will be completed by the end of the month.

Number of Members:

The Ad-Hoc Committee will be comprised of 7 members, 3 of which are representative of the Glendale renter community, 3 members representative of the Glendale landlord community, and 1 representative considered to be qualified on the issue of study, but neutral in a position or platform on it.

Staff has initiated and completed the application process and is now seeking City Council direction on the appointment of members for the Ad-Hoc Committee.

As discussed at the August 24, 2021 City Council meeting, the establishment of an Ad- Hoc Committee will result in a fiscal impact. In order to be able to facilitate an Ad-Hoc Committee, funding at a minimum would be needed to allocate towards member stipends, a professional facilitator, staffing costs, supplies, postage, graphics. As part of the FY 2021-22 budget the City Council allocated $450,000 of Measure S funding towards affordable housing programming, with the intent of establishment of the Ad-Hoc Committee. Per City Council direction, the costs of the Ad-Hoc Committee will be charged to this fund. The cost for the 12-month term of the Ad Hoc Committee is estimated to be $63,000.

ANALYSIS
A total of 62 applications were received through the City’s online portal. Community Development staff reviewed the applications for completeness and independently verified their status as a tenant, landlord, neutral party, or tenant/landlord representative. Following that, staff called and spoke to each applicant explaining to them the work of the committee, gauging their continued interest, and verifying the information that they provided on their applications. Subsequent to this initial review, a new total of 52 screened applications are being presented for City Council consideration.

Due to the large volume of applications and in an attempt to assist City Council in the review of them, staff took the step of placing each applicant into one of three categories – Tenant, Landlord, and Neutral Party/Other Category. Attached as Exhibit 1 is each application so that City Council could independently review and assess the applications based upon additional information such as answers to the questions related to Education, Professional Experience, and Reasons for Applying to the Committee. 5 of 104

TENANT CATEGORY: 22 Applications Received: 3 Members to be Selected.

Tenant applicant summaries have been provided below in Table 1, in random order.

Staff has broken down the applicants into three categories – one each for tenants living in Large buildings, Medium buildings, and Small buildings. As discussed at the City Council meeting when setting some criteria for tenant members of the Committee, having tenants serve on the Committee from different sized buildings would add a diversity of opinions and experience to the Committee.

The following individuals also submitted Tenant applications, however their unique housing conditions such as living in single family homes, rent restricted housing, Section 8 status, etc., make them exempt from regulations such as the Rental Rights Program and/or State Rent Control. Given that, staff did not feel that their housing condition made them as competitive for consideration given that much of the rules, regulations, and issues to be discussed by the Ad-Hoc Committee do not/may not apply to them. Regardless, their applications have been attached for City Council review as well.

LANDLORD CATEGORY: 14 Applications Received: 3 Members to be Selected.

Landlord applicant summaries have been provided below in Table 2, in random order.

Staff has broken down the applicants into two categories – one for Landlords with Low unit ownership and one for Medium-High units owned. As discussed at the City Council meeting when setting some criteria for members of the Committee, having Landlords serve on the Committee from different sized buildings would add a diversity of opinions and experience to the Committee.

STAKEHOLDERS/OUTREACH
In an attempt to garner as many interested applicants for the Ad Hoc Committee as possible, Community Development staff conducted a multi-pronged outreach approach that included issuing a general citywide PIO announcement, City social media blasts, and direct mailers to landlord associations, tenant associations, community groups serving those that may be interested, and attendees of previously conducted Rental Rights Program Community Workshops. Finally, an article was also featured in the October 2021 issue of City Connections.

FISCAL IMPACT
The Ad-Hoc Committee will cost approximately $63,000, which was approved as part of the FY 2021-22 budget. No new appropriation is being requested at this time. The City Council approved funding is outlined below:
