The Special Meeting of the Glendale City Council convened in the Council Chambers, in said City, at 2:17 p.m. on the above date, pursuant to a call for such meeting signed by the City Clerk of the City Council, and on file with the City Clerk, a copy of which is as follows:

A SPECIAL PUBLIC MEETING of the City Council is hereby called to meet at 2:00 PM on Tuesday, March 1, 2022, in the Council Chamber, 613 E. Broadway, 2nd Floor, Glendale, CA 91206 to consider the following item(s) of business, to wit;
1. Management Services, re: Consideration of Public Monument & Memorial Plaque Policy
a. Resolution Establishing the Public Monument & Memorial Plaque Policy
2. Libraries, Arts, and Culture, re: City-Wide Public Art Landmarks - Artsakh Ave.
Overhead and Gateway Public Art Pieces
a. Motion authorizing the City Manager, or a designee, to enter into an Agreement for Commission of Artwork— subject to approval by the City Attorney— with Matthew Mazzotta Studio, in an amount not to exceed $500,000 dispersed from the Urban Art Program Fund, to design, fabricate, and install a public art piece entitled, “Bountiful,” for the Artsakh Ave. Overhead Public Art Piece
b. Motion authorizing the City Manager, or a designee, to enter into an Agreement for Commission of Artwork— subject to approval by the City Attorney— with Paul Cocksedge Studio, in an amount not to exceed $550,000 dispersed from the Urban Art Program Fund, to design, fabricate, and install a public art piece entitled, “Curtain,” for the Artsakh Ave. Gateway Public Art Piece
3. Public Works, re: Further Recommendations on the State of the Community Forest a. Motion to set Glendale's citywide tree canopy goal at 25% b. Resolution dispensing with competitive bidding and authorizing the City Manager, or a designee, to amend contract 8000974 for City Tree Services, with West Coast Arborists, Inc. (WCA) increasing the contract amount by $250,000 to $7,306,000, for the purpose of utilizing Measure S funds to plant trees Written Notice of said meeting was given, which Notice consisted of a copy of the foregoing Call, and was served on each Member of the Council not joining in the Call, and upon the in said City not less than 24 hours before the time fixed in said Call for said meeting, as follows:
