COUNCIL ACTION
Item Type: Consent Calendar
Approved for November 15, 2022 calendar

EXECUTIVE SUMMARY
The approval of the Peraton Technology Refresh and Maintenance contract will enable Verdugo Fire Communications Center’s Computer Aided Dispatch, and associated applications to be deployed to redundant centralized systems managed by the City of Glendale. These new systems will consolidate and secure the future needs of critical applications for the dispatch center. The completed migration will also provide technology resource expansion required for CAD in a more robust and supported environment to enhance security and create redundancy. The consolidation of the hardware and software assets will reduce the overall expenditure by $450,000, while aligning the CAD system with the City of Glendale's technology standard. In conjunction with CAD, the AVD connection will allow our station alerting and radio systems to connect the CAD system to automate the outbound verbal dispatch to emergency resources. The AVD enhancement in most cases replaces the need for a dispatcher to voice dispatch alerts through automation thus improving workflow and enabling highly trained dispatchers to perform other life-saving tasks.

COUNCIL PRIORITIES
Safety: Both the AVD Connection and CAD Hardware Refresh and Maintenance supports the safety of our community.

RECOMMENDATION
That the City Council approve a Motion authorizing the City Manager to amend an existing professional services agreement between the City of Glendale and Peraton in the amount of $160,296.00, for an extension of the CAD Automatic Voice Dispatch Connection and CAD Hardware Refresh and Maintenance.

BACKGROUND
In August 2017, the City Council approved a motion authorizing the City Manager to execute an amendment to an existing professional services agreement with Northrop Grumman Systems Corporation (now Peraton) for the software design and upgrade of the thirty-year-old Computer Aided Dispatch (CAD) system.

The CAD and related mapping applications and related hardware environment are part of the most critical pieces of a public-safety dispatch center’s operation. These serve as the primary method of obtaining and verifying the emergency incident location from 9-1- 1 callers and subsequently processing, dispatching, and managing all the Fire Department and Emergency Medical Services (EMS) resources to emergency incidents within the Verdugo Fire Communications system.

ANALYSIS
On May 12, 2020, the new CAD system went live and proved to be a powerful upgrade for serving a population of more than one million people each day. Although the software is relatively new, the required hardware has reached an end-of-life. Peraton professional services are required to install and configure the software on the new and improved server environment hosted by the City of Glendale. Due to the critical nature of the CAD, several steps will be required in conjunction with Peraton to ensure continuity of operations.

AVD is an alternative to a human manually speaking dispatch information for each call which results in differences in the voice, speech pattern, audio level, background noise, and the number of details in the dispatch. The Automatic Voice Dispatch speech is generated in a fraction of a second and sent to individual stations and over the radio immediately. The dispatcher is relieved of a time-consuming task, freeing valuable time for other critical life-saving measures. The use of the automatic voice dispatch will improve workflow and call processing during emergencies. Therefore, staff recommends that the City Council authorize the City Manager, or his designee, to amend the Professional services agreements for the CAD in the amount of $160,296.

STAKEHOLDERS/OUTREACH
Verdugo Stakeholders will benefit from both the AVD Connection and CAD Hardware Refresh and Maintenance as both will provide better public safety services to the community of 1 million people served by the Verdugo Fire Communications Center. 34d
