RECOMMENDATION
That Council consider appointing one individual to the unexpired term (through May 31, 2025) to serve as a member representing the City of Glendale on the Burbank- Glendale-Pasadena Airport Authority Commission.
BACKGROUND
The Hollywood Burbank Airport is owned and operated by the Burbank-Glendale- Pasadena Airport Authority (BGPAA), a government agency created and governed by a joint powers agreement (JPA) between the cities of Burbank, Glendale, and Pasadena.
The BGPAA is governed by nine Commissioners, three appointed from each city. The Commissioners serve four-year terms, with current commissioners serving until their replacements are appointed.
Under the JPA, no qualifications are established for appointment of commissioners by any of the cities (Paragraph 2.2, Commission of the Authority). Each city appoints commissioners based upon their own policies and criteria. Currently, Councilmember Paula Devine and Councilmember Ara Najarian serve as Glendale’s members on the BGPAA Commission.
Regularly scheduled meetings take place the first and third Mondays of each month at 9:00 am, with various committee meetings taking place right before or after the regularly scheduled meetings.
ANALYSIS
On September 20, 2022, City Council received a report regarding a vacancy on the BGPAA Commission. During that meeting, Former Mayor Frank Quintero and former Chief of Police Carl Povilaitis were nominated for consideration, by Councilmembers Brotman and Devine, respectively.
Mr. Quintero has indicated interest in the appointment, and will accept if selected. Mr.
Povilaitis has withdrawn his name from consideration. Nominations have not closed.
