6 EXECUTIVE SUMMARY
The Coronavirus Aid, Relief, and Economic Security Act (CARES Act) made available a total of $4 billion in Emergency Solutions Grant- Coronavirus (ESG-CV) funds to be used to prevent, prepare for, and respond to the coronavirus pandemic and to support additional activities to mitigate the impacts of COVID-19. In total, the City of Glendale (City) received $3,674,278 in ESG-CV funds through U.S. Department of Housing and Urban Development (HUD). With the use of ESG-CV and CV2 funds, the Glendale Continuum of Care (CoC) opened and operated Glendale Hotel Programs, Project Roomkey, mobile showers, washing stations, expanded homeless prevention/rental assistance programs and provided extensive outreach and case management on the streets to our most vulnerable chronically homeless persons. The CARES Act funds were set to expire on September 30, 2022, but have now been extended to September 30, 2023. Glendale CoC is requesting to reprogram a total of $358,000 in ESG-CV and CV2 unspent funds primarily from City Projects that have come to an end to current ESG-CV sub-recipients in order to meet the CoC’s current homeless programming needs.

COUNCIL PRIORITIES
Housing-the Reallocation of Cares Act funding through a Substantial Amendment to the FY 20-21 CDBG, ESG, HOME Annual Action Plan promotes community-wide commitment to quickly re-housing homeless individuals and families.

RECOMMENDATION
Glendale CoC recommends that City Council and Housing Authority approve the CoC Board’s proposed funding reallocation for the ESG-CV and ESG-CV2 Program in the amount of $358,000, authorize the City Manager or a designee to execute all agreements, amendments, certifications, and documents necessary to accept and implement the funding recommendations; and authorize the submission of the FY 2019-2020 Annual Action Plan Substantial Amendment to the U.S. Department of Housing and Urban Development.

6 ESG-CV1 (Round 1)
On April 2, 2020, HUD awarded the City CARES Act funding in the amount of $569,417 for Emergency Solutions Grant- Coronavirus Round 1 (ESG-CV1). On November 13, 2020, the City issued a Request for Proposal (RFP) from eligible agencies and City Departments. The $569,417 of ESG-CV1 funding was approved by City Council on June 9, 2020, for supportive services and activities that were being executed in the Glendale Continuum of Care (CoC).

ESG-CV2 (Round 2)
In June 2020, the City received a second allocation of funding in the amount of $3,104,861 for ESG Round 2 (ESG-CV2). The ESG-CV2 funding aims to prevent, prepare for, and respond to COVID-19 among individuals and families who are homeless or receiving homeless assistance; and to support additional homeless assistance and homelessness prevention activities to mitigate the impact of COVID-19. On October 20, 2020, City Council and Housing Authority approved the FY 2019-2020 CDBG, ESG, and HOME Annual Action Plan Substantial Amendment totaling $3,104,861 for the ESG-CV2 Project; and authorized the submission of the Annual Action Plan Substantial Amendment to HUD.

6 Homeless Management Information System (HMIS) $100,000 Administration (less than 10%) $305,875
Total funding: $3,104,861
From the total funding award, the City allocated $702,076 to directly support homeless services (e.g. hotel/motel projects such as Project Roomkey, Glendale Cares, as well as Andy Gump washing and sanitation stations), and to provide HMIS support, grant administration and technical assistance to agencies.

On January 8, 2021, the Glendale CoC Board convened to review funding proposals and conduct interviews with agencies. Considering the available ESG-CV2 funding balance after the initial round of awards, the City issued an Addendum in February 2021, with CoC Board approval, to extend the initial RFP for a second round of submissions. For this second round of the RFP in March 2021, the City received funding applications from four (4) agencies: Adventist Health Glendale Foundation, Ascencia, Family Promise of the Verdugos, and Glendale Police Foundation. The CoC Board convened on April 29, 2021, to review proposals and conduct interviews with representatives of the four agencies and funding was awarded to all 4 (four) agencies.

In light of the remaining balance of $480,935 in ESG-CV2 funding after the second round of awards, and the continued need for homeless services in prevention and rapid re- housing, during its session of April 29, 2021, the CoC Board recommended to City staff to explore a sole-source option of services by identifying an eligible agency that could be invited to submit a proposal addressing an identified need in the Glendale CoC. Based on this recommendation, the Glendale Chapter of the Armenian Relief Society of Western USA, Inc. (ARS, local non-profit) was invited to submit a proposal by May 21, 2021, to provide homeless services addressing a service need in the CoC. ARS submitted a proposal and was awarded $410,382 in the components of Rapid Re-housing and Homelessness prevention. The remaining $70,553 was to be used to pay for administrative costs associated with the implementation and ongoing management of the ESG-CV2 program by City staff.

ANALYSIS
The ESG-CV and ESG CV-2 funds were originally set to expire on June 30, 2022 (CV1) and September 30, 2022 (ESG-CV2). In April of 2022, the CoC was notified by HUD of a grant extension to September 30, 2023. In response to the extension, the CoC completed an analysis of unspent funds from City projects that have come to end such as Project Roomkey, Portable Restrooms & Washing Stations, Shower Program and Administrative costs for staffing including for the ongoing Homeless Management Information System (HMIS). In addition to City programs, funding was returned by various sub-recipients to be included as part of the ESG-CV1 and CV2 reallocation process. 6 of 19

6 Based on this reconciliation, the City has a total of $358,000 in unspent funds to be re- programmed to new/existing projects that prevent, prepare for, and respond to COVID-19 among individuals and families who are homeless or receiving homeless assistance; and to support additional homeless assistance and homelessness prevention activities to mitigate the impact of COVID-19. Funding must be exhausted by September 30, 2023.

ESG-CV1 & CV2 Sub-Recipient Funds Returned
Sub-recipients returned a total of $51,790 under for ESG-CV1 (Table 1). A total $92,160 was returned by the YWCA of Glendale and Pasadena under ESG-CV2. (Table 2). Lastly, a total of $214,050 was returned by the City and incorporated as part of the reallocation process to fund new/existing projects at greater capacity.
