5. CITY COUNCIL/STAFF COMMENTS
Councilmember Devine requested that staff ensure that electric vehicle charging stations are installed in the Montrose Area and the Northern Glendale. City Manager Golanian indicated that staff has been working on installing charging stations, primarily on Lot 3 north of Honolulu and the Montrose Shopping Park area.
Councilmember Brotman attended the opening of the exhibit called “Lightning’s Lung” by artist Oliver Nowlin at the Museum of Neon Art. The exhibit will run through August 27, 2023.
He also attended the opening of a new play called “Love and Information” at the Antaeus Theatre. The play will run through April 3, 2023. Additionally, Brotman attended an event hosted by GALAS (Gay and Lesbian Armenian Society) at the Glendale Central Library. At the event, the attendees heard from Lilit Martirosyan, a transgender activist, who talked about her struggle against transphobia and homophobia in Armenia. While attending an event by the Gay Man’s Chorus of Los Angeles (GMCLA), Brotman learned that the group is being kicked-out of the Glendale Alex Theatre and asked staff to investigate this issue.
Devine seconded. Golanian indicated that he was told by staff that Alex Theatre is renegotiating the contract with the GMCLA. Director of Community Development Bradley Calvert indicated that SAS Entertainment manages the Alex Theatre and has had a policy in place that resident companies do not necessarily perform. He stated that SAS is working on the contract so that moving forward, GMCLA will not be classified as a resident company, but will be given a different title and will receive preferential treatment.
Councilmember Najarian stated that the Alex Theatre put on an excellent show for Artsakh with the Children of Armenia Fund and commended Miles Williams, Founder and President of SAS Entertainment, for a well-attended event.
Mayor Kassakhian thanked Mayor Pro Tem Najarian for running the meeting last week when he was out on city business. He and GWP staff attended the 2023 Legislative Rally, hosted by the American Public Power Association, where important issues were discussed such as the ones facing public utilities and to ensure that funds from the Inflation Reduction Act can be used and be beneficial for utilities nationwide. Some of the topics Kassakhian and GWP staff shared about were the city’s clean energy goals, updates on local projects and goals and ways to meet the SB-100 goals by year 2035 (ahead of year 2045). They also shared about how Glendale has been a leader in procuring clean energy resources, energy affordability, and addressing supply chain issues. Kassakhian congratulated the Glendale Latino Association (GLA) for a well-attended event and was honored to be the recipient of the “Man of the Year” award. He thanked the GLA for all the work they do for the community and urged anyone who wants to make donations to their organization to do so and help fund scholarships for Latino youth in the city. Kassakhian thanked and congratulated the Glendale Libraries for a well-attended inaugural book festival. He announced it was the kick-off of the little league season at Brand Park and wished everyone 4 Asatryan, Brotman, Devine, Najarian, Kassakhian

who is playing to have a great season. Kassakhian congratulated Glendale Beautiful for a well-attended Arbor Day event at the Casa Adobe. He mentioned that Laura Stotler, a former Principal Planner of the City of Glendale, talked about the heritage of the city and its zoning policies.
City Clerk Abajian announced that a new draft questionnaire for the 2030 Census was recently released by the Federal Office of Management and Budget (OMB). In the new proposed census questionnaire, the old racial and ethnic categories have been revamped and new categories are proposed. One of those new categories is the MENA category that includes subcategories such as Lebanese, Syrian, Iranian, etc. Previously these populations, including Armenians, were subsumed under the “white” racial category. This no longer will be the case. Abajian stated that the City of Glendale is home to the largest concentration of Armenians in the US and currently lacks comprehensive and meaningful data on its Armenian population. The Armenian population is largely absent from federal data and the lack of visibility in data has large ramifications for the Armenian community of Glendale including receiving services, funding, and support on issues spanning from housing, healthcare, business, to educational access. She stated she has been volunteering on a taskforce with ANCA Western Region to get public comments submitted on the draft 2030 Census questionnaire asking the OMB to include an Armenian checkbox under the MENA category by the April 12th deadline for public comments. She requested that Council pass a resolution in support of the inclusion of an Armenian checkbox under the MENA category so that it could be submitted as a statement of support to the OMB. Najarian asked that the resolution be put on the Council agenda and Asatryan seconded.

13. NEW BUSINESS
a. Motion to take action on an item that arose after the posting of the agenda for the March 7, 2023 City Council Meeting. The item in question involves the need to discuss possible resolution of a lawsuit which has been filed and is pending. After the posting of the agenda, the City Attorney’s office determined it may need authority from Council to make and consider offers to resolve the litigation. This discussion and direction to the City Attorney must be considered by the Council as the window for possible settlement will likely close or range of options will be limited if the matter is not discussed between now and the next regular Council meeting on March 21, 2023. The name of the case is unspecified as same would jeopardize existing settlement negotiations.
