COUNCIL ACTION
Item Type: Consent Item
Approved for 4/4/2023 calendar
EXECUTIVE SUMMARY
On February 22, 2023, one bid was received for the Brand Park Motorway Improvements Project, and after a thorough review, staff found Access Limited Construction’s bid to be a responsive bid from a responsible bidder. The recommended contract with Access Limited Construction will cost $1,096,192 with 15 percent contract contingency of $164,430, totaling $1,260,622. A resolution of appropriation is needed to appropriate Measure S CIP Funds for these trail access and motorway improvements. 11 of 32

COUNCIL PRIORITIES
Infrastructure: This project will significantly improve the condition of Brand Park Motorway and allow the trail to be reopened for access.
RECOMMENDATION
Approve the motion authorizing the City Manager, to enter into and execute a construction contract with Access Limited Construction for the Brand Park Motorway Improvements Project in the amount of $1,096,192 plus a 15 percent contract contingency of $164,430, and the resolution of appropriation to appropriate funds in the amount of $1,370,222 from Measure S CIP Funds for the Brand Park Motorway Improvements Project.
BACKGROUND
The Brand Park Motorway is a 7.2-mile out-and-back trail located behind Brand Park.
The trail is considered a moderately challenging route and takes an average of four hours to complete with an approximate 2000-foot elevation gain. It is a very popular area for hiking, mountain biking, and running and is open year-round. During springtime, the trail is used for the annual Verdugo Mountains 10K Trail Run and Hike. The trail is also used to access electrical power lines for maintenance.
In early 2022, a section of the motorway trail experienced rockfalls and the annual 10k was cancelled and the trail was closed off until the rockfall concern could be resolved.
Staff hired an on-call geotechnical and materials testing consultant to study the area of concern and develop recommendations for implementation of mitigation measures to protect the trail users from rockfalls and shallow landslides within the area of concern, including plans and specifications for construction ready documents.
The portion of motorway trail evaluated for the preparation of plans and specifications is located on the western flank of the Verdugo Mountains that are oriented in a northwest to southeast directions. The rockfall hazards addressed are located approximately 1.6 miles from the base of Brand Canyon (Brand Park), in three separate areas of the motorway which are along a continuous length of trail of approximately 425 linear feet.
The portion of the motorway trail addressed in the plans and specifications sits at approximate elevations ranging from 1680 to 1740 feet above mean sea level (MSL).
Project Scope of Work
The scope of work includes clean-up of existing rockfall; removal of existing rockfall debris and scaling of hillside slopes in affected area; and installation of high-strength steel mesh system anchored to the slope face.
ANALYSIS
The City received one bid for all required items, and upon review of the bid documents, staff finds the bid of Access Limited Construction’s bid of $1,096,192 to be the lowest responsive bid from a responsible bidder. The bid of Access Limited Construction in the amount of $1,096,192 is approximately 9% below the Engineer’s Estimate of $1,200,000.
12 of 32

In addition, staff recommends a reserve for contingencies in the amount of $164,430.
The contingency is based on previous experience with projects, and this is in conformance with the nature of this project. This will also allow staff to account for any incidental work, unforeseen field conditions that could be encountered during construction, underground utilities issues that could arise because of the nature of the project, and any resulting field modifications that may be necessary.
The State of California Contractor’s State License Board website confirms that the license of Access Limited Construction is current, active and in good standing.
Additionally, Staff contacted the references provided by Access Limited Construction and found they had satisfactorily completed the projects.
Furthermore, staff is requesting to budget approximately 10 percent of the construction amount, or $109,600 for staff who will provide construction management and engineering support services such as project management, project engineering, and construction inspection.
A resolution of appropriation of $1,370,222 is needed to provide adequate funding for this project and is recommended to be newly appropriated from the Measure S CIP Fund. This will allow Measure S CIP funds to be used to make safety improvements to the motorway and pedestrian trail area. The construction of this project is anticipated to begin in June 2023 and is scheduled for completion by July 2023.

STAKEHOLDERS/OUTREACH
The Brand Park Motorway Improvements Project benefits to the community will include the following:
•Improved safety for all users; and,
•Improved accessibility and walkability throughout the Brand Park Motorway trail.
Furthermore, outreach on this project continues to occur through a dedicated website for the project. The website page introduces the public to the project and to the project team, explains the scope of work and project locations, highlights the project phase, and provides the public with staff contact information for questions, discussion and/or input.
FISCAL IMPACT
The construction of the Brand Park Motorway Improvements Project will cost $1,370,222, of which was not part of the FY 2022-23 budget. Therefore, staff is requesting for an appropriation of $1,370,222 from the Measure S CIP Fund Balance.

ALTERNATIVES
Alternative 1: Authorize the City Manager to execute a construction contract with Access Limited Construction and a resolution of appropriation to provide adequate funding for the Brand Park Motorway Improvements Project. This will improve the condition of the Brand Park Motorway and allow the trail to be reopened to the public.
Alternative 2: Do not authorize the City Manager to execute a contract for the Brand Park Motorway Improvements Project. Doing so, however, will not improve condition of the Brand Park Motorway and will not allow the trail to be reopened.
Alternative 3: The City Council may consider any other alternative not proposed by staff.

BACKGROUND
The Community Services & Parks (CSP) has been providing meal service to seniors 60 years and older in the Greater Glendale area since 1979 with grant funding administered from LA County AD through the federal Older Americans Act. The ENP provides an important opportunity for social contact and is the only meal many seniors receive in a day.
The ENP program is operated through the Senior Services Unit which provides comprehensive, long-term services that include: Congregate Meals (C-1), Home Delivered Meals (C-2), Emergency Meals, Telephone Reassurance and Supportive Services. The primary goal of these services is to assist the elderly in maintaining their independence and live in their own home.
Currently, the Congregate Meal program is operating on a hybrid plan where clients may attend one of the three community center meal sites or opt for a Grab and Go lunch.
Home Delivered Meals clients participate in the program due to physical and/or medical reasons which make them homebound, and their status is substantiated by a doctor’s order before beginning program services. Program services include a weekly delivery of seven frozen meals that include bread, fruit, milk, and dessert. The Emergency Meals Program is part of the Home Delivered Meals program and provides three days’ worth of shelf stable meals to all unduplicated clients enrolled in the program. Telephone Reassurance Program is also a part of the Home Delivered Meals program, which ensures seniors who are shut-in receive a weekly well-being phone call to check on their status.
Traditionally, the City’s ENP program operates three congregate meal sites (dining rooms) serving lunch seven days per week at the Adult Recreation Center, five days per 20 of 32

week at Sparr Heights Community Center, and three days per week at Pacific Community Center. Currently, an average of 4,800-5,000 meals are served each month in the congregate meal program and 1,800-2,000 meals are delivered each month the home delivered meals program.
Since May 16, 2022 as part of the LA County Reopening Plan, the ENP congregate meal program has operated on a hybrid plan, where clients are able to return to in-person dining at a meal site or pick up a Grab and Go lunch.
Currently, an approximate 500 unduplicated seniors are enrolled in the ENP program’s C1 and C2 programs. Post pandemic home delivered meal requests continue to increase from historically serving 11,000 meals annually to over 20,000 meal delivery requests annually.
The City has a contract with TRIO Community Living, LLC to provide congregate and home delivered meal services for the ENP program. The contract is from December 1, 2022 through November 30, 2026.
ANALYSIS
CSP was originally awarded an ENP grant award from LA County AD through the federal Older Americans Act in FY 20-21 through a noncompetitive process where the City entered into a subaward agreement for a one-year term, commencing July 1, 2020, through June 30, 2021, with three additional options to renew annually for an anticipated total subaward term of four years. Baseline funds require a 15% cash match with funding in the amount of $431,000 currently allocated in FY 22-23 for C1, C2, and Telephone Reassurance programs. Additional funding in the amount of $247,000 from ARPA was allocated to allow the City to serve more C1 and C2 meals due to the pandemic.
American Rescue Plan Act Funding:
ARPA funding in the amount of $247,000 was allocated as part of the 2022-2023 budget process available from July 1, 2022 through June 30, 2023 with a required 12% cash match. Amendment Nine with LA County AD is part of year three of the four-year subaward term for FY2022-2023 which will move $100,000 from the C1 program to the C2 program.
The reimbursement rate from LA County AD for ENP funding for meal service for FY 2022-2023 is as follows:
Meal Type Funding Source Reimbursement Rate
Per Meal
Congregate Meals Baseline/ARPA $7.08
Home Delivered Meals Baseline/ARPA $7.39
On June 29, 2022, staff appropriated $247,000 in ARPA Funding as part of the FY 2022- 2023 budget process.

ENP Congregate C1 - $ 203,000
ENP Home Delivered C2- $ 44,000
Total $ 247,000
At the December 2022 midyear point, staff evaluated that the total ARPA C1 funding in the amount of $203,000 would not be expended by the June 30, 2023 deadline; however additional funding would be necessary for the C2 home delivered meals program.
Therefore, staff requested from LA County AD that $100,000 from ARPA C1 program funds be transferred to ARPA C2 program to help offset the request for additional C2 meals.
ENP Congregate C1 - $ 103,000 (-$100,000)
ENP Home Delivered C2- $ 144,000 (+$100,000)
Total $ 247,000
Reprogramming of $100,000 from C1 to C2 will enable the City to serve an additional 13,531 home delivered meals and includes 200 emergency meals to homebound clients.
Home and Community Based Services (HCBS) Nutrition Infrastructure Funding:
In Spring 2022, LA County AD requested the City provide a list of “wish list” items for the ENP program to be considered for HCBS Nutrition Infrastructure (NI) grant funding. The Adult Recreation Center’s central kitchen, which is where the onsite congregate meals are prepared, is over 13 years old. Staff submitted a wish list for kitchen equipment that were old and constantly breaking down, so that funds can be secured to replace old equipment. Fortunately, the list was approved by LA County AD and with the additional funding, costly equipment repair requests can be alleviated with the purchase of new equipment. The list of kitchen equipment approved for purchase include: food processor, blender, can opener, scale, mixer, steamer, refrigerator rack, and convection oven.
In addition, staff evaluated the current fleet for the ENP program and requested two electric vehicles. An E-Cargo Van for meal deliveries and a Hyundai Iconic for case manager home visits to client homes for assessment and enrollment.
On March 15, 2023, LA County AD sent the City an allocation letter notifying the City of an award in the amount of $245,980 in grant funds from HCBS NI funding. A stipulation for the grant award is to purchase/order items no later than the June 30, 2023, and the items must be received no later than December 31, 2023.
As a note, vehicle purchases can take much longer to order and receive therefore, staff is requesting approval from City Manager to purchase the two vehicles in the current FY 22-23.

FISCAL IMPACT
The reprogramming of unused ARPA C1 congregate meals program funds and the HCBS Nutrition Infrastructure Grant award were not included as a part of the FY 22-23 budget. Therefore, staff is requesting to reprogram $100,000 by shifting of appropriation from ARPA C1 to ARPA C2 and to appropriate $245,980 from grant revenue for the purchase of equipment/fleet for the ENP program. BACKGROUND
Originally known as the Glendale Southern Pacific Railroad Depot, the 6,000 square foot Spanish Colonial Revival structure was built in 1924. In the year 2000 it received a much- needed renovation that sought to maintain the building’s historic integrity as well as the introduction of modern amenities, such as computerized check-in service and Wi-Fi.
Currently, GTC is home to the Southern California Regional Rail Authority, including Metropolitan Transit Authority's Metrolink system, Amtrak, Greyhound and the Glendale Beeline. In addition, the GTC links to the City of Los Angeles' Union Station to the south and to the City of Burbank and its entertainment center to the north.
On February 14, 2022, the Public Works Department authorized Architectural Resources Group (ARG) to provide professional architectural and engineering design services for the GTC building and site improvements.
On January 24, 2023, the City Council adopted the plans and specifications and directed the City Clerk to advertise for bids. On February 8, 2023, Public Works hosted a mandatory job walk and twelve contractors attended. On March 8, 2023, the city received five bids; the lowest bid is from ARC Construction, Inc., in the amount of $1,306,350.
ANALYSIS
Several elements at the GTC are in urgent need of repair due primarily to weather and pest damage. The scope of this project includes the rebuild and recondition these elements with consideration to the historical significance of the facility. All work will be like-for-like and will restore and preserve this iconic landmark for many years.
Public Works staff found ARC Construction, Inc., (ARC) to have submitted a responsive bid and that they are a responsible bidder. The recommended contract with ARC is $1,306,350 with a 10% contingency of $130,635 due to the complexity of the planned work. Project Management services are estimated to cost $20,000.
ARC has a current State of California Contractors License that is active and in good standing and has satisfactorily completed projects within the city such as the City Hall Front Steps and Façade Restoration Project and the Palmer Park Renovation Project.
The GTC Renovation Project construction duration is estimated at three months. All work will be scheduled and coordinated to minimize impacts to patrons of the GTC.
